בני ישראל ער הוא לתורה ולמצוות, ובפרט מצות תפלין,

כל התורה כולה לתפלין, ולא עוד אלא שהיא מהמצוות הראשונות שנצטוו בהן ישראל בעודם בארץ מצרים.
אע"פ שלא נצרך כת"ר לתודה בכגון דא, והרי

מצוה מצוה, אבל אביע בזה גודל הקורת רוח שהי' לי מתמיכת כת"ר במפעל הרם, ובפרט בשים לב למשרתו הרמה בתור רב ראשי שהשגחה העליונה העמיסה עליו וזיכתהו בהשפעה כבירה להיות דבריו נשמעים ופועלים פעולתם.
ובטח ידוע לכת"ר אשר מבצע תפלין זה ראה ברכה והצלחה מתחילתו והולך ומוסיף ומתרחב ועושה פירות ופירי פירות, וכמאמר חכמינו ז"ל

I receive from time to time your letters through Anash in your country, and from your good interest and supportive attitude toward their work in spreading Torah and Judaism.
I especially enjoyed hearing about your declaration in support of the Tefillin campaign, the highly valuable and expansive initiative that has found favor among our brethren everywhere. For the hearts of Bnei Yisrael are awake to Torah and mitzvos—especially the mitzvah of tefillin, to which the entire Torah is compared; moreover, it is among the first mitzvos that Israel was commanded while still in Egypt.
Although such thanks are not required—since "the reward for a mitzvah is a mitzvah"—I wish to express my great satisfaction from your support of this lofty project. This is especially so considering your high position as Chief Rabbi, which Divine Providence has placed upon you and granted you great influence so that your words are heard and have an effect.
Surely you know that this Tefillin campaign has seen blessing and success from its inception; it continues to grow and expand, producing fruits and fruits of fruits. As our Sages say in their Mishnah: "One mitzvah leads to another." If this is so for every mitzvah, how much more so for tefillin—a foundational element in the daily life of our people Bnei Yisrael—especially in our times. As stated in Midrash Tehillim on "Ki im b'Toras Hashem cheftzo u'veSorasoi yehegeh yomam vaLaylah" (For his desire is in the Torah of Hashem, and in His Torah he meditates day and night): Israel said before the Holy One Blessed be He: Master of the Universe! We want to toil in Torah day and night but do not have time. G‑d said: Fulfill the mitzvah of tefillin and I will consider it as if you toil in Torah day and night.
As we come from Purim days—and with our custom to link redemption to redemption—may it be G‑d's will that we all merit together the true and complete redemption through Moshiach Tzidkeinu very soon.
