Shalom u'Vrachah!

I was pleased to receive your letter with good news about the upcoming public siyum (completion) of Maseches Shabbos on Shabbos at the Tzemach Tzedek synagogue following the Nusach HaAri. May it be G‑d's will that, as is customary, just as you complete this tractate you will begin others—tractates and books—to complete them as well: to learn, to teach, to observe, to do, and to fulfill, etc. Especially since the place has an effect—the Torah is being learned in a synagogue—as our Sages expound on the verse 'Ohev Hashem Shaarei Tzion Mikol Mishkenos Yaakov' (the L‑rd loves the gates of Zion more than all the dwellings of Jacob) (Berachos 8a end; Shulchan Aruch HaRav Orach Chaim sec. 90:17), meaning prayer is only said where Torah is studied. Perhaps there are other factors: it is at Tzemach Tzedek synagogue; also, timing plays a role—Shabbos Kodesh and Rosh Chodesh Tammuz—the month of redemption of my revered father-in-law, our Rebbe and leader of our generation, who gave his life for public Torah study and prayer service.

With honor and blessings for success in all mentioned above.

Summary

The Rebbe highlights how completing Torah study in public brings special merit when done in a synagogue and at auspicious times. He encourages ongoing learning and emphasizes that both place and time can elevate spiritual efforts.
