בפקודת כ"ק אדמו"ר שליט"א הנני בזה לאשר קבלת מכתבו מיו"ד שבט בצירוף הצעת חוק חדש בנוגע לענין השחיטה, ות"ח בעד שימת לבו.
ואשר לעצם הענין, ומבלי להיכנס לתוך פרטי ההצעה, הנה ידועה דעתו המוחלטת של כ"ק אדמו"ר שליט"א, אשר כיון שאופן ההכנה לשחיטה הוא גם מענין השחיטה, לכן כמו שאין כל מקום לאיזה משרד ממשלתי לדון, ואין צריך לומר לחוקק, בכל הנוגע לדיני שחיטה, כן אין מקום למשרד ממשלתי לדון ולחוקק בהנוגע לאופני ההכנה לשחיטה, מאחר שיש בזה פגיעה בחופש הדת במדינה זו.
וכאן לא חשוב אם הכוונות רצויות ואפילו אם בנוסח ההצעה אין כל סתירה לדיני השלחן ערוך. חשוב כאן העיקרון היסודי שאין לשלטון כל רשות וסמכות להתערב בתחום הדת של איזה מיעוט. ולכן כל עצם שקלא וטריא מצד אירגון או משרד ממשלתי בשטח הדת מופרך מעיקרא, ולא על הממשלה להכריע במקום שיש חילוקי דיעות בין רבנים בנוגע לאיזה ענין דתי שהוא.

By the instruction of the Lubavitcher Rebbe shlita, I hereby acknowledge receipt of your letter from the 10th of Shevat, along with the draft of a new law regarding the matter of shechita. Thank you for your attention to this matter.
Regarding the matter itself, without entering into the details of the proposal, it is well known that the Lubavitcher Rebbe shlita holds an unequivocal opinion: since the manner of preparation for shechita is also part of shechita itself, just as there is no place for any government office to discuss—let alone legislate—anything relating to the laws of shechita, so too there is no place for a government office to discuss or legislate regarding the methods of preparation for shechita. This constitutes an infringement on religious freedom in this country.
Here it does not matter whether the intentions are positive or even if there is nothing in the wording of the proposal that contradicts Shulchan Aruch. What matters is the fundamental principle that authorities have no right or authority to interfere in religious matters concerning any minority. Therefore, any discussion or debate by an organization or government office in matters of religion is fundamentally invalid. It is not for the government to decide when there are differences of opinion among rabbis regarding any religious matter whatsoever.

In response to your letter informing me that you will soon reach twelve years old—the time of Bat Mitzvah—may it be G‑d's will that you accept upon yourself the yoke of Heaven and mitzvos with a complete heart. May Hashem grant you success in your studies and conduct, and may you grow up to be worthy of being called a Chabad daughter fitting to our holy leaders' wishes (zatzukal lehe nbgm zya), and may you also influence your friends in this regard—through speech and even more so by being a living example of a Jewish girl educated in chassidic ways. This will bring you both spiritual and material happiness.
