Shalom u'Vrachah! [27 Iyar 5726] In response to your question regarding Likkutei Torah at the end of Parshas Kedoshim about engraving in one's memory the Five Books of Moshe's Torah, etc.—and since matters that are written may not be recited by heart, the prohibition is on reciting them, etc.—but it is obvious that there must be effort and diligence so that words of Torah are engraved in one's memory, both Written Torah and Oral Torah. And this is a negative commandment from the Torah (see Hilchos Talmud Torah by the Alter Rebbe, chapter 2, sections 3-4).

Summary
One must strive to memorize both Written and Oral Torah, even though reciting written texts by heart is generally prohibited; diligent effort in internalizing Torah knowledge is a fundamental obligation.
