... מסיבה נתעכב משלוח מכתב זה, ובינתים ביקרני הרה"ג וכו' וכו' הרא"י שי' ושוחחנו ארוכות ע"ד כמה ענינים, ואעתיק בזה נקודות מהם, כיון שתקותי שלעת מצוא יוכל כת"ר לעשות בזה להביא הדברים לידי פועל.

א) בענין האניות - אמר לי הנ"ל בפירוש, שמעולם לא הוא ולא רבנות הראשית נתנה היתר בדבר [אלא שלדעתו, להנוסעים באני' (משא"כ - להצוות) הרי זה איסור דרבנן. ולא רציתי להתעכב על נקודה זו, שהרי גם איסור דרבנן ובמשך כ"ד שעות המעל"ע ובפרהסיא "תופס מקום", ורק רמזתי שלדעת כמה פוסקים (הרמב"ן, שו"ת חת"ס הידוע, ועוד) גם דאורייתא הוא, ואכמ"ל, אלא ש]נצלתי ההזדמנות לדבר עוה"פ ע"ד האפשריות לעגן האניות לשעות הש"ק, וכנראה מרושמי הפנים - יש מקום שימשיך הנ"ל להתענין באפשריות האמורה, אף שמענתו היתה, שלפי ידיעתו אין סיכו[יי]ם שיסכימו על זה, וגם ע"ז עניתיו, שמכמה סיבות טכניות מוכרח העגון בלאה"כ אחת לימים אחדים, ותלוי ברצון הטוב שיכוונו העגון ליום הש"ק.

ב) הדגשתי וכ"פ - שמוכרח לעשות מה בנוגע להיתר נשואין [באחב"י הספרדים] בגיל מוקדם להמותר ע"פ החוק דכנסת, ומכמה טעמים: לכל לראש - כיון שגם עתה ישנם כו"כ מקרים דאירוסין וקדושין וגם נשואין, ושמפני החוק נעשים בצנעא, ומובן הקלקול שבדבר. ועוד -

וגם זה עיקר - שבדורנו, הלואי שגם האשכנזים היו משיאים בניהם ובנותיהם קרוב לפרקם ולא כהמצב בהווה, ועאכו"כ בנוגע הספרדים שמאז ומקדם הורגלו בכהנ"ל.

וגודל התקון - אין די באר. והבטיח שבהזדמנות יתענין בהאפשריות עכ"פ להוריד גיל הנשואין לשנה וכיו"ב.

ג) בשאלת "מרבק" המפורסם במכ"ע, שלדעתי מכשול וגדול בדבר שהשחיטה תכנס לידי ארגון כללי - שע"פ דרך הטבע, סו"ס יהי' [...] בעה"ב היחיד או עכ"פ המכריע בזה.

וכיון שלע"ע, בכל ארגונים הכללים דעה המכרעת היא להחילונים, מובנת הפרצה שיכולה לצאת ולצמוח מזה ר"ל, ואף שטעם וחשש האמור - צע"ג אם ישכנע דעת הצבור, הנה יש לנצל בכגון זה התנגדות הסוחרים בבשר כשר היראים לפרנסתם, והתנגדות שבודאי תהי' מכמה עיירות שאחד מקורי הכנסתם הוא ענין בשר כשר, ועוד.

ולדעתי הדרך היחידה לביטול תכנית האמורה הוא אך ורק ע"י הלחץ המפלגתי על הקבוצים הדתיים השותפים בהאמור - שיצאו מהנ"ל, שאז אפילו אם השותפים הנשארים ימשיכו, עכ"פ לא תהי' בידם הרשות היחידה, וק"ל.

Shalom u'Vrachah!

For a certain reason the sending of this letter was delayed, and in the meantime Haraha"g etc. etc. HaRaI visited me and we spoke at length about several matters. I will copy here some points from our conversation since I hope that at an opportune time you will be able to act to bring these matters into effect.

a) Regarding the ships – he told me explicitly that neither he nor the Chief Rabbinate ever gave permission in this matter [but in his opinion, for passengers (unlike for crew) it is a rabbinic prohibition. I did not want to dwell on this point since even a rabbinic prohibition—especially over a full 24 hours and publicly—“takes up space.” I only hinted that according to several authorities (the Ramban, the well-known responsum of Chatam Sofer, and others), it may even be a Torah-level prohibition; but this is not the place to elaborate. Instead, I took the opportunity to again discuss the possibility of docking ships during Shabbat hours. Judging by his facial expressions there is room for him to continue looking into this possibility, even though he responded that as far as he knows there is little chance they will agree to it. I replied that for various technical reasons docking must happen every few days anyway; it depends on good will to arrange for docking specifically on Shabbat.]

b) I emphasized repeatedly that something must be done regarding permitting marriages [among Sephardic Jews] at an age younger than what is allowed by Knesset law, for several reasons: First of all—since even now there are many cases of engagement and kiddushin and even marriage happening secretly because of the law, which obviously leads to negative consequences. Furthermore—and this is most important—in our generation it would be good if even Ashkenazim married off their sons and daughters close to their appropriate age rather than as is currently done; all the more so regarding Sephardim who have always been accustomed to such practices. The benefit of correcting this situation cannot be overstated. He promised that when possible he would look into at least lowering the marriage age by a year or so.

c) Regarding the well-known "marbek" issue in the newspapers: In my opinion it is a great stumbling block for shechitah (ritual slaughter) to come under a general organization—because naturally in the end there will be one individual or at least one dominant party in control. And since currently in all general organizations the decisive voice belongs to secularists, it is clear what kind of breach could result from this G‑d forbid—even if my reasoning may not convince public opinion. In such cases one should utilize the opposition of kosher meat merchants who are concerned about their livelihood and opposition that will surely come from towns whose main source of income is kosher meat—and more. In my view the only way to cancel this plan is solely through political pressure on religious kibbutzim who are partners in this matter—to get them to withdraw; then even if other partners continue at least they will not have exclusive authority—and this should suffice.
