שלום וברכה!
בנועם קבלתי פ"ש מכ' על ידי אנשי כפר חב"ד ולשמוע מהם על דבר הסיוע שנותן להם בעניני הכפר ומוסדות חב"ד. ואף על פי שלא הופתעתי מידיעה זו, בהכירי אישית את כבוד אביו הגאון הרב הראשי זכרונו לברכה, ויחסו הטוב והמסור לעניני ליובאוויטש, אשר בלי ספק נטע גם בבניו שיחיו, אבל כמובן שהי' לי לקורת רוח מיוחדת לשמוע על דבר זה עוד הפעם ובפירוש.
ובטחוני חזק שכ' לא רק ימשיך בזה, אלא יוסיף כהנה וכהנה, כציווי חכמינו ז"ל מעלין בקדש, שככל ציוויי התורה הוא גם נתינת כח.
ובפרט על פי הדגשת וביאור רבנו הזקן, בעל התניא והשלחן ערוך, שהשנה היא שנת הק"ן להסתלקותו, בענין השגחה פרטית וניצול כל הכוחות שהעניקה ההשגחה העליונה, כל אחד לפום שיעורא דילי', בודאי ינצל כ' כל השפעתו במילוי התפקיד העקרי של כל יהודי, כסגנון חכמינו ז"ל אני לא נבראתי אלא לשמש את קוני - בהפצת היהדות המסורתית בכלל, ובסיוע לפעולות אנשי חב"ד באה"ק ת"ו בפרט.
ובעמדנו בחדש הגאולה, גאולת רבנו הזקן בי"ט בו, אביע לכ' ולכל אשר לו איחולי הלבביים לגאולה מכל ענינים המבלבלים בגשם וברוח, וכנ"ל לשמש את קונו בשמחה ובטוב לבב.

With pleasure I received regards from you through the people of Kfar Chabad and to hear from them about the assistance you provide them regarding the village and Chabad institutions.
Although I was not surprised by this information, knowing personally your honored father the Gaon, the Chief Rabbi of blessed memory, and his good and devoted attitude toward Lubavitch matters—which he undoubtedly instilled in his sons—still, it was naturally a special satisfaction for me to hear about this once again and explicitly.
I am confident that you will not only continue in this but will increase even more so, as our Sages say: "Ma'alin bakodesh" (we ascend in holiness), which like all Torah directives is also an empowerment.
This is especially so according to the emphasis and explanation of our Rebbe the Alter Rebbe, author of Tanya and Shulchan Aruch—this year being the 150th since his passing—regarding Divine Providence and utilizing all strengths granted by Divine supervision; each person according to their measure. Surely you will use all your influence in fulfilling the primary mission of every Jew—as our Sages say: "Ani lo nivraiti ela leshammesh et koni" (I was created only to serve my Creator)—in spreading traditional Judaism generally, and particularly in assisting the activities of Chabad members in Eretz HaKodesh (the Holy Land).
As we stand in the month of redemption—the redemption of our Rebbe the Alter Rebbe on its nineteenth day—I extend to you and all yours heartfelt wishes for redemption from all matters that disturb physically or spiritually, and as above—to serve your Creator with joy and gladness of heart.

The Rebbe expresses gratitude for Rabbi Herzog's support of Chabad institutions, encourages him to increase his efforts in spreading Judaism and aiding Chabad activities—especially in Eretz Yisrael—and blesses him with success and joy in these endeavors.
