ובפליאה ותמי' קראתי בו שספק אצלו (ואצל עוד מישהו) האם ימשיך בעבודתו בועד כפר-חב"ד. וטעם הפליאה בודאי מובן הוא, שהרי ברור שועד הכפר, מיסודו והנהלתו של כ"ק מו"ח אדמו"ר נשיא ישראל - כל היכול לסייע להועד דהכפר בביסוסו והתפתחותו - אשרי חלקו וזכות גדולה היא לו, ולא עוד אלא גם זה מוסיף ומרבה בברכת השי"ת בעניניו הפרטים של כל העושים כהאמור.
למרות פשיטות המענה - ממהר הנני לכתוב ברור בהאמור, כיון כנראה שהמלך זקן וכסיל משתדל בערמומיותו, כדרך אומנתו בפתויים שונים ומשונים, לבלבל את העוסקים וגם הוא בתוכם בהאמור.
והרי כהוראת חז"ל - מכלל הן אתה שומע לאו, בהנוגע לאלו שפעולתם מחלישה עמדת הכפר ביסוסו והתפתחותו ואין להאריך בדבר המצער.

After the longest pause, your letter was received from Motzaei Shabbat. With surprise and wonder I read that you (and someone else) are unsure whether you will continue your work in the Vaad of Kfar Chabad.
The reason for my surprise is surely understood: it is clear that the Vaad of the village, founded and directed by my revered father-in-law, the Rebbe—Nasi Yisrael—whoever can assist the Vaad in strengthening and developing it—fortunate is his lot and it is a great merit for him. Moreover, this also increases and multiplies G‑d's blessing in all personal matters of those who act as mentioned.
Despite how obvious this answer is—I hasten to write clearly on this matter, since apparently "the old and foolish king" tries with his cunning ways, as is his habit with various temptations, to confuse those involved—including yourself—in this matter.
As our Sages teach: "From a positive statement you can infer a negative one," regarding those whose actions weaken the position of the village's foundation and development; there is no need to elaborate on such a distressing matter.
As we stand in the days of preparation for Matan Torah—which are characterized by pleasantness and peace but with appropriate firmness—I strongly hope that you and your colleagues in the Vaad will act accordingly: with pleasantness and peace but with strong protection over both the material and spiritual affairs of the village together, without regard for those who, due to imagined personal gain—completely imagined—are unfortunately indifferent to all this.
Blessings for good news, and in the wording of my revered father-in-law, the Rebbe—for receiving the Torah with joy and inwardness.
