בכלל איז גלייכער און בעסער צוטיילען, וואס דענסטמאל ווערט די גאנצע געלט פארנוצט בפועל, לויט די הוראות חז"ל, אז הקב"ה גיט א מעגליכקייט צו מקיים זיין א מצוה, דארפמען דאס ניט אפלייגען אויף שפעטער (אין אייער פאל אז דאס זאל זיין נאר א קרן און באנוצען זאל מען זיך נאר מיט די פירות פון דעם).
אין איינקלאנג מיט דער הוראה פון דעם אויבען געזאגטען מאמר רז"ל, איז אויך פארשטענדליך, אז א גרעסערען טייל פון די געלט און וואס גרעסער, וואלט איר באדארפט צוטיילען אליין איצטער און וואס וועט זיכער פארטיילט ווערן לויט אייער וילען, אויך איז א מצוה וואס מ'קען טאן אליין, דארפמען דאס ניט טאן דורך א שליח, און אלס צוגאב צו דאס אויבען געזאגטע, איז דאס אליין צוטיילען א סגולה צו אריכות ימים ושנים טובות

In response to your letter from the 13th of Teves, in which you ask my opinion whether to distribute the money for tzedakah or to establish a permanent fund: In general, it is more appropriate and better to distribute it, as then all the money is actually used according to the instructions of our Sages. When Hashem gives an opportunity to fulfill a mitzvah, one should not postpone it for later (in your case, making only a fund and using only its profits).
In line with the above teaching of our Sages, it is also understood that a greater portion of the money—and the greater it is—the more you should distribute yourself now. What will certainly be distributed according to your wishes is also a mitzvah. A mitzvah that one can do oneself should not be done through an agent. Additionally, distributing personally is itself a segulah for long life and good years.
I am also obligated (and privileged) to point out that from this money, it would be very fitting—and more than good—that part should be given for printing the books of our Rebbeim Nesi'einu zatzal. This is an everlasting merit; every time these books are studied, those who enabled their printing have a share in that learning. If only the Jewish names with their parents' names are mentioned on a page at the end of the book (sometimes people do not want their family names listed, not to bring ayin hara or similar concerns—but this does not apply to mentioning names in Lashon HaKodesh without identifying who they are), then when someone studies from this book, he mentions those names.
And may Hashem Yisbarach, Who watches over each and every one with individual Divine Providence, lead everything as good as it truly is—true goodness—and for long life and good years. May each of you act for Jewish matters—Torah and mitzvah—with tranquility, joy, and gladness of heart.
