ויהי רצון אשר חפץ ה' בידם יצליח, להקים בית מקדש מעט מקום תפלה וגם מקום לימוד תורה, שיעורים קבועים מדי יום ביומו, ובהוספה בימי השבתות וימים טובים, וכמבואר גודל הענין בדרשת רז"ל עה"פ, אוהב ה' שערי ציון וגו'.
ויהי רצון אשר ישמש בית הכנסת ובית המדרש זה, מרכז לכל עניני מחנם הט', מרכז ממנו תתפשט תורתנו תורת חיים ומצותי' אהבת ה' ויראת ה' ועבודת השם בכל בתי התושבים ובאורח חייהם היום יומים.

I hereby acknowledge receipt of your letter from the 25th of Nissan, with the good news regarding the construction of a central synagogue in your esteemed community. May it be G‑d's will that your efforts succeed to establish a miniature sanctuary—a place for prayer and also a place for Torah study, with regular daily classes and additional ones on Shabbat and festivals—as explained regarding the greatness of this matter in our Sages' discourse on the verse 'Ohev Hashem Shaarei Tzion v'gomer' (the L‑rd loves the gates of Zion, etc.).
May it be G‑d's will that this synagogue and study hall serve as a center for all matters of your esteemed community—a center from which our Torah, the Torah of life, and its mitzvos, love of G‑d and awe of G‑d, and service of Hashem will spread to all residents' homes and into their daily lives.

P.S. Regarding what you wrote about a letter of recommendation: this is not customary in the house of the Rav. However, based on what is written 'Chaver ani lechol yerei'echa' (I am a friend to all who fear You), I am enclosing my private contribution as a symbolic participation in the aforementioned building.
