מאשר הנני קבלת מכתבו מט"ו מנ"א לאחרי ההפסק הארוך בו כותב אודות הפעולות שבינתים.
וכבר כתבתי[2] לאחדים מפעילי צעירי אגו"ח שאין כדאי ומכמה טעמים לעשות מכל פעולה חברה בפ"ע חורגת ממסגרת צעירי אגו"ח, ומכו"כ טעמים נחוצה התרכזות הפעולות, אף שפשוט שאפשר להיות אוטאנומי במדה הנדרשת ע"י טיב הפעולה ואפילו הנדרש ע"י טיב האנשים העוסקים בפועל והיחסים ביניהם עד שישתתפו ויוכלו לעבוד בשיתוף מלא, אבל מרות אחת עכ"פ באופן מקיף הרי היא תועלת הפעולות בשטח זה.
כיון שהזכיר במכתבו הקודם ע"ד התעסקות בין עולים החדשים שהם כבר לאחרי עונת הבר מצוה, מועתק בזה מ"ש לאחד בזה[3], וכדאי שיברר חו"ד הרבנים על אתר.

... שכותב שלהנמול שהוא כבר לאחרי הבר מצוה נתנו לו קודם המילה שלאף געטראנק, שפירוש הדבר בזה היא הרדמה כללית, שצריכים לברר אצל רב מורה הוראה עד"ז כיון שיש מקום לומר שיש אפשרית לזריקה במקום הסמוך (ע"פ רוב עושים זה בגב וחוט השדרה) שפעולתה רק נטילת הרגשת כאב למשך זמן, אבל אינה הרדמה והאדם שולט בכל חושיו, ז.א. מחוייב בכל המצות, ומובן החילוקים שבין שני האופנים.

I acknowledge receipt of your letter from the 15th of Menachem Av after a long break, in which you write about the activities carried out in the interim. I have already written to some of the activists of Tzeirei Agudas Chabad that it is not advisable—and for several reasons—to make each activity into its own independent group outside the framework of Tzeirei Agudas Chabad. For various reasons, centralization of activities is necessary, even though it is clear that autonomy can be maintained to the extent required by the nature of the activity and even as required by the nature of those actually involved and their relationships until they can participate and work together fully. However, a single overarching authority in a broad sense is beneficial for activities in this area.
Since you mentioned in your previous letter about involvement with new immigrants who are already past bar mitzvah age, I am copying here what I wrote to someone else on this matter, and it is worthwhile to clarify the opinion of local rabbis.
... He writes that for someone being circumcised who is already past bar mitzvah age, they gave him before the circumcision a 'schlaf getrank,' which in this context means general anesthesia. It is necessary to clarify with a rabbinic authority regarding this matter since there is room to say that there is an option for an injection in a nearby area (usually done in the back and spinal cord), whose effect is only to remove pain sensation for a period but does not cause anesthesia and the person remains fully conscious—in other words, he remains obligated in all mitzvos. The differences between these two methods are understood.
