במענה על מכתבו בו כותב שעלה בידו בסיוע להכניס את פלוני לבריתו של אברהם אבינו וכו' ולפלא שכנראה נתארך הדבר עד שקבצו סכום הכסף הנדרש לזה בה בשעה שהמשרד לעניני דת נענה לענינים כאלו ועושה זה ע"ח המשרד, והרי גם הוא במכתבו מזכיר איזה מלים ע"ד פעולות משרד זה בשטח זה.
דא"ג כיון שכותב שלהנמול שהוא כבר לאחרי הבר מצוה נתנו לו קודם המילה שלאף געטראנק, שפירוש הדבר בזה היא הרדמה כללית, צריך הי' לברר אצל רב מורה הוראה עד"ז כיון שיש מקום לומר שיש אפשרית לזריקה במקום הסמוך (ע"פ רוב עושים זה בגב וחוט השדרה) שפעולתה רק נטילת הרגשת כאב למשך זמן, אבל אינה הרדמה והאדם שולט בכל חושיו, ז.א. מחויב בכל המצות, ומובן החילוקים שבין שני האופנים.
ובמ"ש אודות חנוך הכשר לאלו שעדיין לא נמולו אף שהם כבר בגיל מוקדם, והמילה שלהם, מה להקדים, מובן שצריך לעשות ככל האפשרי בשני הענינים, ואין לעכב האחד מפני השני.
בטח נוסף על פעולות בענינים הנ"ל משתתף בפעולות צעירי אגו"ח ובאופן דמוסיף והולך כדרישת ימים אלו עליהם נאמר כל המוסיף מוסיפין לו.

In response to your letter in which you write that you succeeded in assisting someone to enter into the covenant of Avraham Avinu, etc., it is surprising that apparently the matter was delayed until the necessary sum of money was collected for this, when at the same time the Ministry of Religious Affairs responds to such matters and covers the expenses. In your letter you also mention some words about this Ministry's activities in this area.
Incidentally, since you write that for the one being circumcised—who is already past bar mitzvah—they gave him before the milah a 'Schlaf Getrank,' which means general anesthesia, it would have been appropriate to consult a rabbinic authority about this. There is reason to say that there is a possibility for an injection in a nearby area (usually done in the back and spinal cord) whose effect is only to remove the sensation of pain for a time but does not cause anesthesia, and the person remains fully conscious and obligated in all mitzvos. The differences between these two methods are understood.
Regarding what you wrote about proper education for those who have not yet been circumcised even though they are already at an early age, and their milah—which should come first—it is understood that one should do as much as possible in both matters and not delay one because of the other.
Certainly, in addition to your activities in these areas mentioned above, you also participate in activities of Tzeirei Agudas Chassidei Chabad, increasing ever more as is required during these days about which it is said: "Whoever increases is given more."
