The work of chinuch and teaching al taharas hakodesh—in our present era—is a mitzvah that cannot be performed by others (since "the actions of others are not sufficient" at all), and all the relevant halachos apply to this, as explained in Shulchan Aruch. Summary

The Rebbe teaches that the responsibility for chinuch and holy education today is personal and non-transferable; one cannot rely on others to fulfill this mitzvah. Every individual must take direct action according to halachah.
