... והנה אף כי ידוע ביאור הבעש"ט ע"פ מזמור לדוד בהיותו במדבר יהודה וגו' - הלואי - כן בקדש חזיתיך, ועד"ז בהיותם במדינתנו שמה, ששמירת התורה והמצוה קשורה במסירת נפש ממש, ולמרות זה עמדו במס"נ בפועל ופעלו גדולות ונצורות, הודיע הבעש"ט שהלואי כן בקדש חזיתיך, כי בדרך הטבע אינו כן, - הרי בכל זה איזה ערך צריך להיות בין המצב הקודם והמצב במקום שיש לאיש הישראלי - ולחסיד בפרט - היכולת להפיץ המעינות, וכמו שאמרתי לו פא"פ, בתוככי מאות ואלפים מאחב"י, וכנראה שלמרות זה - הנה אינה גם בערך ההפחתה בהתמסרות וההתלהבות בהעבודה, [אלא שע"פ המבואר באגה"ק סי' כ"ה, תמיהני למה סובלים התלמידים...] ויה"ר שכיון שנמצאים אנו בערב ימי הגאולה, שראו נסים למעלה מדרך הטבע וגם בעיני בשר, הנה יהיו ימים אלו נזכרים כדבעי ובמילא ונעשים גם ההמשכות למטה מעשרה, אשר מבלי לחפש טענות ואמתלאות יכירו בתפקידם האמיתי להמשיך אלפים ורבבות מישראל לתורת החסידות הדרכותי' ומנהגי'.

...And although the explanation of the Baal Shem Tov is well known regarding the verse Mizmor LeDavid b'Heyoto b'Midbar Yehudah etc.—'If only'—so in the sanctuary I have seen You, and similarly when they were in our country there, where observing Torah and mitzvos was tied to actual self-sacrifice, and despite this they stood with true mesirus nefesh (self-sacrifice) and accomplished great and wondrous things, still the Baal Shem Tov declared: 'If only so in the sanctuary I have seen You,' because by nature it is not so. In all this, what comparison can there be between the previous situation and that of a place where a Jew—and especially a Chassid—has the ability to spread the wellsprings? As I told him face-to-face, among hundreds and thousands of our fellow Jews; yet it seems that despite this, there is not even a proportionate decrease in devotion and enthusiasm in service [but as explained in Iggeres HaKodesh section 25, I wonder why the students suffer...].
May it be G‑d's will that since we are now on the eve of the days of redemption—when miracles above nature were seen even with physical eyes—these days should be properly remembered and thus become drawn down below ten handbreadths; so that without searching for excuses or justifications, people will recognize their true mission: to draw thousands and tens of thousands of Jews to Chassidus—its teachings and customs.

Summary
The Rebbe teaches that times of freedom bring a unique mission: to use our opportunities to spread Chassidus with devotion and enthusiasm, inspiring many others. Recognizing our responsibility leads to greater impact than even acts done under duress.
