Shalom u'Vrachah!
In response to your letter from the 22nd of Sivan, in which you write about the idea of being here during the upcoming days of Tishrei.
My opinion on this is already known: there are several conditions for this matter. a) It must have the full consent of your wife, may she live; b) It should not put pressure on necessary household expenses; c) There must be communication with the administration of the institution where you serve in holiness so that your trip will not cause any harm G‑d forbid to those matters; d) This trip should also benefit the public—that is, upon your return, the journey and its results should be felt in your environment through spreading the study of Chassidus and following its guidance and customs. Only if all these conditions are truly present should you consider making the trip.
Certainly you are keeping the three daily study portions established by my revered father-in-law, the Rebbe—Chumash, Tehillim, and Tanya—as is well known.
With blessing,
In the name of my revered father-in-law, the Rebbe shlita
Summary
The Rebbe teaches that traveling to him for Tishrei requires careful consideration: spousal agreement, financial responsibility, institutional coordination, and a commitment to bring back spiritual benefit to one's community.
