Shalom u'Vrachah!
In response to your letter in which you write that there is an established custom to make Kiddush in a special place in the synagogue, and three weeks ago it was agreed to establish a shiur in Shas immediately after Musaf prayer. They want to learn specifically at the table where Kiddush is held because many of those making Kiddush are also participants in the shiur. You ask: (a) Is it permitted to make Kiddush in the synagogue? This question has already been discussed in several responsa, and most permit it; it is simply permitted, especially since nowadays when synagogues are built it is already known that the practice of making Kiddush there has become widespread.
(b) Since there is an adjacent room to the synagogue, why not make Kiddush there and learn specifically in the synagogue? In such cases one must be careful about issues of dispute because most often, due to arguments and differences of opinion, both those who learn and those involved with communal needs of the synagogue decrease. Since those making Kiddush came first and are more numerous, the concern for dispute increases. Therefore, in my opinion, if they can discuss amicably about where to hold the learning and where to hold Kiddush—all the better. But if there is concern for dispute, then let the new learning group establish itself in a new special place without entering into conflict.
Certainly you do not suffice with only this shiur but have fixed times for Torah study as well—especially as a yeshiva student I hope you have this set time every day both morning and evening as brought by early and later halachic authorities. May Hashem grant you success.
Summary
The Rebbe teaches that while holding Kiddush in shul is widely permitted today, harmony among congregants takes precedence; peaceful dialogue should guide decisions about shared spaces for learning or rituals to avoid disputes.
