Shalom u'Vrachah!
In response to your question regarding the approach to dividing time between Torah study and involvement in supporting and spreading Judaism: It is understood that this depends on specific details and circumstances, and it is impossible to set a fixed rule except in relation to a particular event, place, or person. The general principle according to halachah is understood from what our Sages said in Moed Katan 9a-b, Sotah 21b (see also Tosafot quoting the Yerushalmi), Yerushalmi Berachot chapter 5 halachah 1, Yerushalmi Pesachim chapter 3 halachah 7, Shulchan Aruch Orach Chaim section and its commentaries there, among others.
Certainly one should maintain the three well-known daily study sessions in Chumash, Tehillim, and Tanya—and add similar practices—especially as we approach the auspicious day of Yud Tes Kislev when "the light and vitality of our soul was given to us," as is well known. May Hashem grant you success.
Blessings, in the name of the Lubavitcher Rebbe shlita.
Summary
The Rebbe teaches that balancing Torah study with spreading Judaism depends on each person's situation. He emphasizes maintaining regular study sessions and increasing them as Yud Tes Kislev approaches for spiritual growth and success.
