I acknowledge receipt of your letter from Motzaei Shabbat Ki Teitzei and previous ones. Regarding the matter of the mikveh: I was surprised to hear that since there is a plan to build two mikvaot (one for women and separately one for men), each costing about 12–13 thousand lira, and currently there are about 12 thousand lira in the fund, you are waiting to begin construction until all the money is collected. Meanwhile, you are using the previous mikveh. The difficulties with this are clear—especially going at night during the approaching winter months—and even without this it is not understood why you are waiting so many months. In my opinion, construction of the women's mikveh should begin immediately since all funds for it are already available; men can continue using the previous mikveh for now. After all, men use the mikveh in the morning and not at night. I hope that if this is done with proper energy, construction will be completed before this coming winter.

I asked secretary Reb Menachem Mendel Lis what has been done regarding the projector and street lighting. He said that according to plan, electric lamps should already be installed; however, as for the projector—work has not yet begun. From your above letter it seems even the electric lights are not yet in place. I hope this too will be expedited as much as possible since from Tu B'Av onward days become shorter.

I have received complaints from several Sephardim living in Kfar Chabad who wish to benefit from farbrengens but cannot because they do not understand Yiddish. It would be appropriate at your next meeting to discuss how to correct this situation; it is timely since "the seventh month is full of everything."

Even on a human level—and even according to one's animal soul's intellect—it is understood that when each person views his fellow as a competitor (kakurirt), this results not only in a lack of mutual assistance but its opposite. Especially as explained by our Sages and particularly in Chassidus: peace specifically is what holds G‑d's blessing—"Bless us our Father all as one," and that suffices.
