קבלתי מכתבו מכ"ב אלול, מפריס, וכן הפ"ש על ידי הרב קירשבלוים שי', ות"ח על תשומת לבו.
ובהנוגע לעצם הענין, מוכרחני להודות כי עדיין לא נתקררה דעתי כלל... וגם עתה אבוא בקיצור הכי נמרץ, והוא:
... בידעי בתור מכונאי אופן הנהלת האניות ואופן הפעלתם שהוא דבר מפורש וידוע שאינו נותן כל ספק לפס"ד בזה... וכיון שכ' כותב במכתבו בעצמו שעל ידי הלחץ שלו עלה בידו לתקן כמה דברים, פשוט שגם בזה יש תקוה גדולה שיצליח באם יעשה במרץ הדרוש. והרי מכמה טעמים יכול כ' ללחוץ יותר מאשר יכולים אחרים.
ובמה שכותב אודות אלו שכתבו לו בשאלה האמורה, אשר לא קדושת השבת נגעה לנפשם אלא להזיק כו', מובן שאין תגובה זו מקילה את האיסור שבזה (וביחד עם זה) וגם הסכנה לבטחונה של אה"ק ת"ו, ובטחון יושבי', וככמה מאמרי רז"ל בדבר הקישור שבין שמירת שבת ובטחונם של הנ"ל, וסוגיא שלימה מוקדשת לזה במס' שבת (קיט, ב) נוסף על כמה מאמרי רז"ל המפוזרים בתורתנו. ובודאי לדכוותי' המראה-מקומות אך למותר.
סכנה נוספת על הענין מצד עצמו עוד על ידי הידיעות בעתונות והשמועות בכמה חוגים, אשר ישנם מתירים הפלגת האניות והנסיעה בהם, כיון שבהרווחים משתמשים לקנין נשק וכו'. ובודאי ראה גם כ' הידיעה ב"הצופה" ע"ד הדיון שבין הרבנות הראשית ורב החובל האלפרין, ומזה לומדים גזרה שוה בנין אב ואפי' ק"ו שבתי החרושת שבאה"ק ת"ו מצוה עליהם לעבוד שבעה ימים בשבוע כו' וכו'.
דרך אגב, בהנוגע להעלי' מאפריקה שבה נגע במכתבו וגם היא נעשית ע"י האניות, קל בזה הסידור עוד יותר, כיון שהנסיעה מחופי אפריקה הצפונית ועד אה"ק יכולה להיעשות במשך ששה ימים, זאת אומרת, באם תפליג ביום הראשון תסור כל הבעי' בהנוגע לנסיעות אלו. ופשיטא אשר בזה לכ' הדיעה המחלטת, כיון שעתה הכל מודים שהעולים מאפריקה הם כלם חרדים לתורה ולמצוותי'.
ולקראת השנה החדשה הבאה עלינו ועל כל ישראל לטובה ולברכה, הנני בזה להביע ברכתי לכ' ולכל אשר לו ברכת כתיבה וחתימה טובה לשנה טובה ומתוקה בגשמיות וברוחניות.

I received your letter from the 22nd of Elul, from Paris, as well as the regards delivered by Rabbi Kirshblum, thank you for your attention.
Regarding the main issue, I must admit that my mind is still not at ease at all... Even now I will be as brief as possible: ... Knowing myself as a mechanic how ships are operated and managed—it is clear and well-known that there is no doubt in this ruling... And since you yourself wrote in your letter that through your pressure you managed to correct several matters, it is obvious that here too there is great hope for success if you act with the necessary vigor. For several reasons you can exert more pressure than others can.
As for what you write about those who wrote to you regarding this question—that it was not the sanctity of Shabbat that concerned them but rather to cause harm etc.—it is understood that this response does not lessen the prohibition involved (and together with this) also the danger to the security of Eretz HaKodesh and its inhabitants. There are many sayings of our Sages about the connection between Shabbat observance and their security; there is an entire sugya dedicated to this in tractate Shabbat (119b), in addition to various statements scattered throughout our Torah. Surely for you these references are superfluous.
There is an additional danger regarding this matter itself due to reports in the press and rumors in various circles that some permit ships to sail and people to travel on them because their profits are used for purchasing weapons etc. Surely you also saw the report in "HaTzofeh" about the discussion between the Chief Rabbinate and Captain Halperin; from this one learns a fortiori that even factories in Eretz HaKodesh should be commanded to operate seven days a week etc.
By the way, regarding aliyah from Africa which you mentioned in your letter—this too is done by ships—the arrangement here is even easier since travel from North African ports to Eretz HaKodesh can be completed within six days; meaning if they depart on Sunday all issues regarding these journeys are resolved. And it is obvious that here your opinion should be decisive since now everyone agrees that those immigrating from Africa are all observant of Torah and its mitzvos.
As we approach the new year coming upon us and all Israel for good and blessing, I hereby express my blessing to you and all yours: may you be inscribed and sealed for a good and sweet year both materially and spiritually.
