במענה על מכתבן מח' אלול על המצורף אליו, שאלתן בהמברק והוכפלה ע"י הרה"ח כו' מו"ה רפאל שי' כהן.
על זה צריכות הן בעצמן לתת המענה, כי זה תלוי בתכונת נפש המתעסקות, כי ראינו במוחש ורואים גם עתה שמתחילים בפעולות הדורשים סכומים מסוימים אפילו כשמובטחים בחלק התקציב פחות הרבה מאשר מובטח אצלם, ואם רק עושים במרץ הדרוש ובלי נתינת מקום בעצמן לספיקות והשפעה מהזולת הבא בשאלה מפני מה ולמה, אז מצליחים, ולא עוד אלא שהקישוים הם פחות הרבה מאשר משערים מראש, והוא הדין בנדון זה, אשר כיון שנמצא במזומן חלק חשוב מהתקציב, אם יעבדו בזה מבלי חת, בודאי תצליחנה להקים המוסד, אלא שאין צריך להתרשם מהקישוים, ובפרט בשעת ההתחלה, ולא להתרשם מפני המלעיגים, אשר ככל שנחוץ הדבר יותר מספר המלעיגים גדול יותר, ובפרט אלו המלעיגים מפני הקנאה שאין רוצים לגלותה.

כבר מלתי אמורה בקשר עם כמה מאורעות, אשר כל מוסד חב"ד משפיע אחד על השני, וחלישות בענינים עיקרים באחד מהם מכופלת כמה פעמים ככה בשאר המוסדות, והרי האדם יראה לעינים ואינו מתענין להתבונן בהנעשה בלב, ואם רואה שמקבלים מדריכה מחוג מסוים, הרי זה בשבילו הודעה מפורשת שגם הוא מותר לו לעשות כזה, ויפרסם על דבר זה, ומבלי לשאול אפשר היו תנאים מיוחדים ומעלות מיוחדות בהמאורע ממנו רוצה ללמוד, ולכן מתאים למה שכתבתי גם להסמינר לבנות מוכרח שלא לוותר כלל בענינים הנוגעים ביראת שמים, ובפרט במוסד חינוכי בכלל ובמוסד חב"ד ביחוד, כי מביטים עליהם בשבע עינים (וביותר אלו הרוצים למצוא מגרעות), וק"ל.
וכיון שכותבות במכתבן שישנן מועמדות שהכל אצלן בסדר ולא יהי' צורך לתרץ קושיא, מובן שדין הקדימה להן.

In response to your letter from the month of Elul and its enclosure, as well as your question in the telegram which was repeated by Haraha"ch etc. Moreh R' Rafael Kohen may he live: You yourselves must provide the answer, for it depends on the character of those involved. We have seen in practice and continue to see that when one begins activities requiring certain sums—even when assured of only a much smaller portion of the budget than what is promised to you—if you proceed with the necessary enthusiasm and do not allow room for doubts or be influenced by others questioning why and how, then you will succeed. Moreover, the difficulties turn out to be much less than anticipated at first; this applies here as well. Since a significant part of the budget is already available, if you work without fear, you will certainly succeed in establishing the institution. One should not be affected by difficulties, especially at the beginning, nor by mockers—indeed, the more essential something is, the greater the number of mockers, particularly those who mock out of jealousy but do not wish to reveal it.
Regarding what you write about the character of teachers and counselors: I have already stated in connection with several events that every Chabad institution influences another; weakness in fundamental matters in one is multiplied many times over in other institutions. People judge by appearances and do not care to consider what is happening internally; if they see that a counselor from a certain circle is accepted somewhere, for them it is an explicit message that they too are permitted to do so and will publicize it—without asking whether there were special conditions or unique merits in that case from which they wish to learn. Therefore, as I have written also regarding the girls' seminary: it is absolutely necessary not to compromise at all on matters relating to Yiras Shamayim (fear of Heaven), especially in an educational institution generally and particularly in a Chabad institution—for all eyes are upon them (especially those seeking faults), and this is clear.
Since you write in your letter that there are candidates for whom everything is proper and there will be no need to justify any difficulty—it follows that preference should be given to them.
