... אף שפשיטא שכל אורח הרוצה לבוא לבקור לכאן בכלל, ובפרט בימים טובים ומועדים, חביב ביותר וביותר, הרי בהתחשב עם האמור לעיל, עליהם לפרסם - שמלבד אלו שיש בביקורם תועלת לרבים באה"ק ת"ו, וביחוד תועלת להחזקת והתפתחות המוסדות אשר בשם, ותועלת לא בהשערה אלא קרובה למציאות ובפועל, - אין דעתי נוחה מהאורחים ומבקרים (כאלו שאינם נכנסים בסוג האמור) במה שמוציאים הממון על הנסיעה, בה בשעה שנכון יותר שיתנוהו לקופות המוסדות חב"ד אשר באה"ק ת"ו הזקוקים לאמצעים, ושע"י החסרון באמצעים מתעכבת התפתחותם. ואפילו את"ל שלדעת האורח תועלת בשבילו בביקורו כאן, הרי תועלת הרבים - המוסדות שיתן לשם הכסף של הוצאות הנסיעה - ותועלת היחיד וכו'.

...Even though it is obvious that every guest who wishes to come visit here in general, and especially during holidays and festivals, is most beloved, nevertheless, considering the above, you should publicize—that aside from those whose visit brings benefit to the many in Eretz HaKodesh, and especially benefit for the strengthening and development of the institutions that bear your name, and a benefit not just in estimation but one that is close to reality and in practice—my opinion is not favorable regarding guests and visitors (those who do not fall into the aforementioned category) spending money on travel when it would be more appropriate for them to give it to the Chabad institution funds in Eretz HaKodesh which are in need of resources, and whose development is delayed due to lack of means. And even if one would say that in the guest's opinion there is a benefit for himself in his visit here, still, the benefit to the many—the institutions he would give the travel expenses to—and the benefit of the individual etc.
I await a detailed response to this letter and my previous one. May it be G‑d's will that there will be good news in all matters.

The Rebbe teaches that while visits are valued, supporting communal needs—especially Chabad institutions—should take precedence over personal travel when resources are limited.
