... בביקורו של מר שז"ר כאן שוחחנו ע"ד בקור אחדים מתלמידי תומכי תמימים דכאן - באה"ק ת"ו למשך איזה שבועות ואולי יותר, וע"ד שמארגנת כאן בשנים האחרונות מחלקה התורנית של הסוכנות. והצעתי להנ"ל שמכמה טעמים מתענין הנני בזה, למרות שבודאי גם פעולה זו תעורר תלונות וטענות עלי מכמה צדדים, וד"ל, אבל מהתנאים העיקרים בזה - שע"ד התייסדות הכפר וסיוע בעניניו שאין זה בא ע"י מפלגה אלא ישר ממשרדים המתאימים, הרי גם ארגון הנסיעה צ"ל רק באופן בלתי מפלגתי, ומחלקה התורנית בארצוה"ב מפורסמת כענין של מפלגה, אף שבאופן רשמי אולי אינו כך, ולכן התנאי הוא:
א) כיון שאין בקופת תו"ת בכלל אמצעים ובמילא הוצאות נסיעה הנ"ל, צריך אהי' לחפש ממקורות אחרים וע"ח ענינים אחרים, ולכן אפשר לי לדון ע"ד הגשמה בפועל אם הוצאות הכרטיסים יעמידו לרשותי, אבל כנ"ל ישר מהסוכנות, ולא ע"י מחלקה תורנית וכיו"ב.
ב) אף שברוב הפעמים מחלקת התרבות דהסוכנות נותנת הוצאות האש"ל באה"ק ת"ו, והכרטיסים הם ע"ח הנוסעים או המוסדות השולחים אותם. - מטעם הנ"ל, היינו חוסר אמצעים והקישוים בהשגת אמצעים חדשים, בנדון נסיעת תלמידי תו"ת, צ"ל באופן אחר, היינו שיתנו הוצאות הנסיעה הלוך ושוב, והאש"ל על אתר יסודר על ידי.
מובן שאין נוגע לי איך שירשמו בפנקסי מחלקת התרבות לאיזה תכלית נתנו הכסף, אבל מצדי מודיע אני אופן הסידור בפועל.
ג) ועוד נקודה עיקרית, אף שפשוטה היא, והיא: שתכנית וסדרי ביקורי תלמידי תו"ת באה"ק ת"ו לא יתערבו בזה מבחוץ (היינו - באיזה מקומות יבקרו, בלוית מי כו' וכו') אף שגם אני מעונין שיבקרו במקומות שונים באה"ק ת"ו, אף שמקומם העיקרי יהי' במוסדות חב"ד אשר באה"ק ובכפר חב"ד.
... כדאי להעלות שאלה זו על סדר היום, כי לדעתי נסיעה זו תביא עדוד היותר גדול לתושבי הכפר בהוה, ולאלו אשר משדלם הנני שיתיישבו בו, וכן למוסדות חב"ד - בכפר חב"ד ובלוד...

בקור אחדים... באה"ק: תוכנית שליחות אברכים לבקר במוסדות חב"ד באה"ק התחילה כבר בקיץ תשי"ד, בשיחה עם מר שזר, כנזכר לעיל ח"ט אגרת ב'תתכו: "דברתי אתו ע"ד שימצאו אמצעים לנסיעות קבוצת תלמידי תו"ת דכאן למשך איזה חדשים לאה"ק ת"ו".
אמנם תוקף משנה קיבלה תוכנית זאת לאחר המאורע דלעיל אגרת ד'תרפא, ובהנסמן בהערות שם, ועיקר תפקיד השליחות היתה לעודד את יושבי כפר חב"ד, ואת כללות אנ"ש באה"ק.

... During the visit of Mr. Shazar here, we discussed the possibility of several students from Tomchei Temimim here traveling to Eretz HaKodesh for several weeks or perhaps longer, similar to what has been organized in recent years by the Torah Department of the Agency. I suggested to him that for several reasons I am interested in this, even though certainly this activity will also provoke complaints and claims against me from various sides—enough said. But one of the main conditions is: just as with the founding of the village and assistance in its matters, which did not come through a party but directly from appropriate offices, so too must the organization of this trip be strictly non-partisan. The Torah Department in the United States is known as a party matter, even if officially it may not be so. Therefore, the condition is: a) Since Tomchei Temimim's fund has no means at all and therefore cannot cover these travel expenses, I would have to seek other sources and at the expense of other matters. Thus, I can only discuss actual implementation if the ticket expenses are provided directly to me—but again, straight from the Agency and not via a Torah Department or similar body. b) Although most times the Culture Department of the Agency covers living expenses in Eretz HaKodesh and tickets are paid by travelers or their sending institutions—for this case, due to lack of means and difficulty obtaining new funds regarding Tomchei Temimim students' travel—it must be otherwise: round-trip travel expenses should be provided, while living expenses on site will be arranged by me. It does not matter to me how it is recorded in the Culture Department's books for what purpose they gave the money; on my part I am stating how it will actually be arranged. c) Another main point—though obvious—is that plans and arrangements for Tomchei Temimim students' visits in Eretz HaKodesh should not be interfered with from outside (meaning: which places they visit, who accompanies them, etc.), even though I too want them to visit various places in Eretz HaKodesh; still their main place should be Chabad institutions there and Kfar Chabad.
... It is worthwhile to raise this question for discussion because in my opinion this trip would bring great encouragement both to current residents of Kfar Chabad and those whom I encourage to settle there—as well as to Chabad institutions in Kfar Chabad and Lod...
