במענה על מכתבו מבשר טוב מאשר מעתיק מושבו לכפר חב"ד הנה יה"ר שיהי' משנה מקום משנה מזל לטובה ולברכה, וירבה בעניני נר מצוה ותורה אור ובמאור שבתורה זוהי תורת החסידות ובהשפעה על זולתו בכל זה, וגדול הזכות שנמצא בכפר חב"ד אשר מייסדו ומנהלו הוא כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע נשיא ישראל ואשר מעורר ר"ר על כל הדרים והמתיישבים בו להמשיך להם ומגין עליהם, ובודאי המקבלים מצדם מרבים בשלום ובקירוב הלבבות וכמ"ש ברכנו אבינו כולנו כאחד כו' שהוא דבר משנה לא מצא הקב"ה כלי מחזיק ברכה לישראל אלא השלום ומבואר בארוכה לדרושי החלצו.
בברכה ובפ"ש כל המתיישבים אשר מובן שלכולם מכוונים דברים אלו.

In response to your letter with the good news that you are moving your residence to Kefar Chabad: May it be G‑d’s will that “a change of place brings a change of fortune” for good and blessing. May you increase in matters of Ner Mitzvah and Torah Or (the candle of mitzvah and the light of Torah), and especially in the luminary within Torah—this is the teachings of Chassidus—and influence others in all these areas as well.
It is a great merit to be found in Kefar Chabad, whose founder and director is my revered father-in-law, the Rebbe zatzal (may the memory of the righteous be a blessing for life in the World to Come), leader of Israel, who arouses abundant mercy upon all who dwell and settle there, drawing down blessings for them and shielding them. Certainly those who receive from him increase peace and closeness among hearts, as it is written: “Bless us our Father all as one…”—for which our Sages say that nothing holds blessing for Israel like peace; this is explained at length in the discourses on ‘Chaltzu’.
With blessing, and regards to all the settlers—to whom these words are obviously directed.
Due to the sanctity of the festival, the Rebbe shlita did not sign personally; I am signing on his behalf.
Summary
The Rebbe writes that moving to Kefar Chabad brings new blessings. He encourages increasing one’s efforts in mitzvos, Torah study—especially Chassidus—and influencing others positively. Living in such a place brings special merit and increases peace among its residents.
