Blessings and greetings!
In response to your letter from Motzaei Shabbat Berachah: Surely you have already received an answer to your question in your previous letter.
Regarding what you write about your brother, the reason you did not respond to my suggestion that his Tefillin should be checked—obviously, this reason only strengthens the suggestion that his Tefillin should be checked as soon as possible, especially the parchments, to ensure they are kosher. This should be done promptly. It is also clear that it is absolutely necessary for him to put them on every weekday for at least a few minutes.
The Holy One, blessed be He, desires that a Jew fulfill mitzvos by his own choice (bechirato), not under compulsion. The same applies regarding your brother. However, it is necessary to explain to him that when a medicine is prescribed for someone who is ill, it makes no sense to wait until one has first studied medicine for several years and become a doctor who understands how the medicine works before taking it. Especially since the more one delays using the medicine, the further one becomes from health and from understanding things as they truly are in reality and truth.
May Hashem grant success so that you and your friends find the appropriate words to set him on this path which is good for him both materially and spiritually.
Summary
This letter teaches us to ensure our Tefillin are kosher and worn daily. The Rebbe explains mitzvos should be done by personal choice but stresses urgency in fulfilling them—just as one would not delay taking needed medicine, so too with mitzvos.
