במענה על מכתבו מיום א' פ' בלק, בו שואל איך להתנהג בענין הבחירות להכנסת. ולפלא קצת השאלה, כי הרי זהו בחירות בפעם השלישית, וידועה העמדה בהנוגע להן, וכמו שפרסם דעתו כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע בבחירות בפעם הראשונה לכנסת, שכל אחד ואחד שלוקח תעודת זהות, ובמילא יש לו רשות לבחור, ישתתף בבחירות, ומובן אשר יצביע בעד המפלגות היותר חרדיות.
וכבר ידוע פסק תוה"ק לעולם יראה עצמו שקול וכו' וכל העולם שקול, ובענין בחירות, הרי לפעמים ע"י קולות בוחרים מתי מספר יכולה להשפיע במשך הזמן שלא תתקבל איזה גזירה או גם לבטל מהגזירות הקיימות כבר, ומי הוא זה בימינו אלה היכול לומר אני את נפשי הצלתי, והצבור באה"ק ת"ו יהי לו אשר לו, ואם יגזרו גזירה מה לו ולענין זה, ובפרט כשבבת אחת עם זה הרי משלם הוא מסים לכל המשרדים שזהו סיוע ובאופן ישר להענינים, לקח תעודה שלהם וגם הוא עצמו הרי כשכותב מכתבים בודאי יודע שמה שמשלם בעד הבולים נכנס למשרד המסים וממעותיו נלקחים ג"כ לענינים השונים ומשונים.
ולפלא גדול עוד יותר שאינו מזכיר ע"ד לימודו בפנימיות התורה תורת החסידות שכתבתי לו מאז, אשר לימוד החסידות זהו חובתו העיקרית, וכפי פסק תוה"ק (עיין הלכות תלמוד תורה לרבנו הזקן פרק ב' סעיף יו"ד) שעל כל אחד לסדר לימודו באופן שיוכל ללמוד כל התורה כולה שבע"פ עכ"פ פעם אחת, שמזה מובנת התמי' והפליאה על מי שנודע לו עד"ז ואינו עוסק כלל בחלק דפנימיות התורה, ואין להאריך בדבר המבהיל.
והנה אינני יודע ברור כוונתו במכתבו אלי, ורק בדרך השערה, ולכן אינני רוצה למנוע המענה שלי על שאלתו הנ"ל, ובכל אופן - יסיח דעתו מענינים של פוליטיקה, ויקבע שיעור לימוד גם בפנימיות התורה בכל יום ויום, ויה"ר אשר יערה עליו רוח ממרום לעשות זה בהקדם ובלבב שלם.

In response to your letter from Sunday, Parshas Balak, in which you ask how to behave regarding the Knesset elections. It is somewhat surprising to ask this, as this is already the third election and the position regarding them is well known. As my revered father-in-law, the Rebbe zatzal, publicized at the time of the first Knesset elections: everyone who takes an identity card and thus has the right to vote should participate in the elections. It is understood that one should vote for the most observant parties.
It is already known from Torah law: "A person should always see himself as balanced... and the whole world as balanced," and regarding elections, sometimes just a few votes can influence over time whether a certain decree will not be enacted or even cancel existing decrees. Who among us today can say "I have saved myself; let whatever happens to the community in Eretz Yisrael happen," and if a decree is issued—what does it matter to him? Especially since at the same time he pays taxes to all these offices, which is direct support for their activities; he took their identity card; and when he writes letters, he surely knows that what he pays for stamps goes into the tax office and his money is used for various purposes.
It is even more surprising that you do not mention your study of Penimius HaTorah—the teachings of Chassidus—which I have written to you about previously. The study of Chassidus is your main obligation. As ruled in Torah law (see Hilchos Talmud Torah by Rabbeinu HaZaken chapter 2 section 10), everyone must arrange his learning so that he can learn all of Torah Sheba'al Peh at least once. From this it is clear how astonishing it is when someone knows this and does not engage at all in studying Penimius HaTorah. There is no need to elaborate on such a shocking matter.
I do not know exactly what you intended by your letter to me—this is only my assumption—so I do not want to withhold my answer regarding your above question. In any case—put aside political matters and establish a fixed daily study session in Penimius HaTorah. May it be G‑d's will that a spirit from Above be poured upon you to do this promptly and wholeheartedly.
