הרשימה נכתבה על ידו לתקופת שנת האסרו, טו סיון תרפ"ח בריגא. - חלק ראשון נדפס ליב-יג תמוז תשי"ב - (לקוט לד), חלק השני ליב-יג תמוז תשי"ג - (לקוט לה), וחלק השלישי ליב-יג תמוז תשי"ד (לקוט לו).
בתור הוספה - באה בסוף החוברת, רשימה מדברי כ"ק מו"ח אדמו"ר, שאמר ביום א' פ' בלק תרפ"ז, קודם נסיעתו לעיר מקלטו קאסטראמא, כפי שנרשמה ע"י אחד השומעים.

לקובעו ליום התועדות והתעוררות לחיזוק התורה והיהדות בכל אתר ואתר לפי ענינו.
ומברך "את כל אחינו חובבי תורה ולומדי' ומגידי שיעורים ברבים ד' עליהם יחיו, כי יפתח ה' את אוצרו הטוב, וישפיע להם בתוך כלל אחינו בני ישראל יחיו, שפעת חיים וברכה מרובה עד בלי די, ויחזק לבבם להוסיף אומץ בהרבצת תורה והחזקת היהדות, ונזכה כולנו לראות בנים ובני בנים עוסקים בתורה ובמצוה מתוך הרחבה ופרנסה טובה".

B"H, during the days of the Festival of Redemption, the upcoming 12th-13th of Tamuz.
I suggest studying the maamar Chassidus "Rachavd Omer" by my revered father-in-law, the Rebbe zatzukal lehe nbagm zya. It was printed in HaKria VeHaKedusha from Tamuz 5704 (1944) onward, as well as in Sefer HaMaamarim Yiddish p. 165 onward. In connection with these days of redemption, we are also publishing Part Four of his memoir regarding his last imprisonment. The memoir was written by him during the period of his imprisonment, on 15 Sivan 5688 (1928) in Riga. The first part was printed for 12th-13th Tamuz 5712 (1952) (Likutei Lamed Daled), the second part for 12th-13th Tamuz 5713 (1953) (Likutei Lamed Hei), and the third part for 12th-13th Tamuz 5714 (1954) (Likutei Lamed Vav). As an addition—at the end of this booklet is a record from my revered father-in-law, the Rebbe, which he said on Sunday Parshas Balak 5687 (1927), before his departure to his city of refuge, Kostroma, as recorded by one of those who heard it.

This festival certificate has already been explained by my revered father-in-law, the Rebbe, in his letter to the first celebration of 12th-13th Tamuz—in the year 5688 (1928). He established it as a day for gathering and awakening to strengthen Torah and Judaism everywhere according to its situation. He blesses "all our brothers who love Torah and its study and those who teach public classes—may G‑d grant them life—that Hashem will open His good treasure and bestow upon them among all our brethren Bnei Yisrael—may they live—an abundance of life and great blessing without limit; may He strengthen their hearts to increase strength in spreading Torah and upholding Judaism; and may we all merit to see children and grandchildren engaged in Torah and mitzvah with expansiveness and good livelihood." May Hashem fulfill in full the blessings of the righteous leader of our generation.
Summary
The Rebbe encourages dedicating time on Yud-Beis–Yud-Gimmel Tamuz to study special Chassidic discourses and memoirs connected to redemption, using these days as an opportunity to strengthen Torah learning and Jewish observance everywhere.
