Priority of Torah Study for Boys Aged 13-14 Over Vocational School

The Rebbe writes that boys aged 13-14 are too young to limit Torah study to only part of the day in favor of vocational training. He advises special efforts to encourage more Torah learning, even for those already in vocational schools, and discusses the complexities of opening a new yeshivah.

... ברשימת תלמידי בי"ס למלאכה נמצאו כמה ששנותיהם הם י"ג י"ד, אשר לכאורה זהו גיל צעיר-מדי להסתפק בלימודי קדש איזה שעות ביום, ושאר השעות ללימודי חול. ואף שהספרדים לא הורגלו בכגון דא, ואפשר ג"כ מאיימים שבלא"ה יצוו את בניהם להכנס למוסד אחר, הנה גם בזה, כנ"ל, נחוצה תעמולה מיוחדת בתוככי התלמידים, ואפילו לאחר שנכנסו לבי"ס למלאכה, שבאמצע הלימודים יפסיקו וילמדו משך זמן אם בלוד, תל אביב וכיו"ב, בכדי למלאות החסר אצלם בידיעת התורה...

אודות הבנינים בטבריא והסברא לפתיחת ישיבה שם, כנראה זהו ענין מסובך מכל הצדדים, מצד בעלי הקרקע, בעלי הבנינים וכו'. וכיון שנוסף על זה הקישוי דריחוק מקום ועוד ועוד, אפשר יש לדון על כל הדבר מתחלתו - אם כדאי פיזור הנפש וכל ההשתדלות בשביל ענין מסופק מכל הצדדים. ותמורת זה ה'י נכון יותר להשקיע המרץ בהסתדרות תלמידים נוספים בבניני הכפר המתפנים מאותם שמעתיקים לכפר החדש, שבזה יפתרו כמה שאלות בבת אחת, ונוסף ע"ז הנה ההשגחה ואכו"ש יוקלו באין ערוך. ויש מקום לאמר שאפילו בנוגע לקבלת עזר ממשרדים - יהי' נקל יותר באופן כזה, כיון שכבר נותנים עזר בכפר זה עצמו למוסדות דומים. ולכמה אנשים ישנו יחס מיוחד להענינים הנמצאים בכפר.

The administration of Yeshivas Tomchei Temimim of Lod, the administration of vocational schools in Eretz HaKodesh may they live, Shalom u'Vrachah!

... In the list of students at the vocational school, there were several whose ages are thirteen and fourteen. Seemingly, this is too young an age to be satisfied with only a few hours a day of Torah study and spending the rest on secular studies. Even though Sephardim are not accustomed to such an approach and may even threaten that otherwise they will send their sons to another institution, nevertheless, as mentioned above, special efforts are needed among the students themselves—even after they have entered the vocational school—that in the middle of their studies they should pause and learn for a period of time whether in Lod, Tel Aviv, or similar places, in order to fill what is lacking in their Torah knowledge...

Regarding the buildings in Tiberias and the idea of opening a yeshivah there: it seems this is a complicated matter from all sides—because of landowners, building owners, etc. And since there is also the difficulty of distance and more factors, perhaps it is worth reconsidering the whole matter from the start—whether it is worthwhile to invest so much effort for something so uncertain. Instead, it may be better to invest energy into organizing additional students in the village buildings vacated by those moving to the new village; this would solve several issues at once. Additionally, supervision and food arrangements would be much easier. There is reason to say that even regarding receiving assistance from government offices—it would be easier this way since they already provide support for similar institutions in this village itself. Also, several people have a special connection to matters located in the village.
