מאשר הנני קבלת שלשת מכתביהם מי"ד וי"ז וכ"ט אייר - בהנוגע לבית ספר למלאכה...
והנה מובן מעצמו, שאין ביכולתי לשנות דרך ליובאוויטש וגם אין זה ברצוני - אפילו אם תהי' בזה דרישת משרד העבודה ביחד עם הדזשוינט. וברור דברתי עם הרב יאנג שי', כשהי' תחלת הדבור אודות בית ספר למלאכה, שיהי' ברוחה של ליובאוויטש, כי באם לאו - הרי ידי מסולקות וגם לא אתחיל בזה. והוא תמה גם על הקס"ד בזה שאפשר שיתערבו בענינים כמו אלו. ומובן שהשקפתי בזה לא נשתנתה במשך זמן זה. ובמילא מה שמוכרח ואי אפשר לוותר על זה - שהזמן המוקדש ללימודי קדש יהי' יותר מזמן המוגבל ללימוד המלאכה (מה טוב שיהי' שני שלישים מהזמן לתפלה ולימודי קדש ושליש לימוד המלאכה).
ב) מוכרח שסדר הלמודי קדש יהי' לפני הסדר של לימוד המלאכה וגם לאחר המלאכה - סדר לימוד בלילה.
ג) מוכרח ג"כ שלימוד הדא"ח יהי' הן בבקר והן בערב.
ד) הנקודה העיקרית בבי"ס למלאכה - שלימוד המלאכה הוא טפל ללימודי הקדש, ולא, ח"ו, להיפך...
ו) כנראה, אשר בחורף העבר שלחו מכתבי בקשת עזר בעד הבי"ס למלאכה לארצוה"ב ואולי גם לשאר מקומות. ואתענין לדעת אם היתה ההכנסה גדולה על ההוצאה, ובכמה לפי ערך.
ז) אף שזוהי נקודה שנוגעת ביותר לתו"ת דלוד מאשר לבי"ס למלאכה, אבל כיון שנוגע גם לבי"ס למלאכה - מכניס הנני ענין זה במכתבי דנא, והוא: אשר כנראה ממכתבים המתקבלים לכאן, יש תנועה בתלמידי תו"ת דלוד לברוח לבי"ס למלאכה.
וכבר ידוע מרז"ל לא עכברא גנב אלא חורא כו'. וצריך להלחם בזה בעוד מועד, באופנים המתאימים, ולעשות איזה הגבלות וסדרים בזה - מי הוא המתקבל לבי"ס למלאכה. ומה טוב שאחד מתנאי הקבלה יהי', שבתחלה צריך ללמוד זמן מסוים באחת מישיבות חב"ד שבאה"ק ת"ו, ורק אח"כ יתקבל לבי"ס למלאכה.
ח) טוב הוא שלע"ע אינם מקבלים תלמידים נוספים על אלו שישנם כבר, כי עד שיסתדרו הדברים, טוב שבבי"ס למלאכה יהיו רק תלמידים כאלו שכבר מכירים אותם שכבר בילו משך זמן במוסד חינוך חב"די.
ט) בהנוגע להוצאות בי"ס למלאכה, הנה הי' המדובר שלאחרי שיקימו הבנין - הרי הדזוינט יקח ע"ע החזקת המורים התלמידים כו' וכו'. מובן שקודם שיצא הדבר לפועל לא יכלו לפרט הפרטים בזה, ולפלא שאין הם מזכירים במכתב אם נאמר להם מה עד"ז עתה. ובכל אופן, מה שמקשרים את בי"ס למלאכה עם הועד וכו' אין הדבר כן, וכמש"כ בתחלת הדבור ע"ד בי"ס למלאכה - כי זהו ענין נפרד בפ"ע וכו' וכו'.
י) על שאר הענינים אבוא בפעם אחרת, כי אין ברצוני לעכב מכתבי זה בכדי לקבוע מסמרות בענינים עיקרים דבי"ס למלאכה. ועיקר העיקרים - שזהו בית ספר לחינוך נוער ישראל ברוח ישראל סבא, אלא שלומדים שם ג"כ מלאכה, שבזה מבוארות כמה מנקודות הנ"ל.

I hereby acknowledge receipt of your three letters from the 14th, 17th, and 29th of Iyar regarding the vocational school. It is self-evident that I cannot change the path of Lubavitch, nor do I wish to—even if there is a request from the Ministry of Labor together with the Joint. I made it clear in my conversation with Rabbi Young, when the topic of the vocational school first arose, that it must be in the spirit of Lubavitch; if not, my hands are removed from it and I will not begin at all. He was surprised at even considering that outsiders might intervene in such matters. My perspective on this has not changed over time.
Therefore, what is absolutely necessary and cannot be compromised is that the time dedicated to sacred studies must be greater than the time allotted for vocational training (ideally two-thirds for prayer and sacred studies and one-third for vocational learning).
b) The schedule for sacred studies must precede that of vocational training, and after vocational training there should also be a night study session.
c) It is also necessary that Chassidus be studied both in the morning and evening.
d) The main point in a vocational school is that vocational study is secondary to sacred studies—not, G‑d forbid, the reverse.
e) Apparently last winter you sent fundraising requests for the vocational school to America and perhaps other places as well. I am interested to know if income exceeded expenses, and by how much approximately.
f) Although this point mainly concerns Tomchei Temimim Lod more than the vocational school, since it also affects the latter I am including it here: From letters received here it seems there is a trend among students at Tomchei Temimim Lod to run away to the vocational school. As our Sages said: "Not the mouse steals but the hole..." We must fight this promptly using appropriate methods—setting limits and procedures regarding who may be accepted into the vocational school. Ideally one acceptance condition should be prior study for a certain period at one of Chabad's yeshivas in Eretz Yisrael; only then should they be admitted to the vocational school.
g) It is good that for now no new students are being accepted beyond those already present; until matters are organized it is best that only students already known—who have spent time in a Chabad educational institution—be at the vocational school.
h) Regarding expenses for the vocational school: It was discussed that after construction of the building, the Joint would take responsibility for supporting teachers, students etc. Of course before things materialized details could not be specified; it is surprising you did not mention whether this has been communicated so far. In any case, connecting the vocational school with another committee etc.—this is not so; as stated at the outset regarding this matter—it is a separate issue entirely.
i) On other matters I will write another time; I do not wish to delay this letter just to finalize decisions on key issues concerning the vocational school. The main point above all: This is a school for educating Jewish youth in accordance with Israel Saba's spirit—only that they also learn a trade there; many of these points have been clarified above.
Summary
The Rebbe insists on maintaining Lubavitch standards in all educational endeavors. Torah learning must remain central even when introducing practical skills; external pressures or funding cannot justify compromising core values or priorities.
