הנה אי אפשר לקבוע מסמרות בזה כי זהו תלוי במהות האישים. והרי צריך בזה זהירות כי גם המחאה וההדגשה בזה לא תמיד רצוי' היא וכידוע שהיסח הדעת עד כמה שאפשר מכל ענינים אלו טוב ביותר ובכ"ז הרי מזמן לזמן יש להדגיש בגנות הדבר ואיך שבזה הוא [יורד] מאיגרא רמה לבירא עמיקתא ועוד יותר וע"פ המבואר בס' המצות להצ"צ בתחלתו, ובהנוגע לחשד הנ"ל ה"ז מודגש מגודל העונש המובא גם בתורה שבכתב בכ"מ, ולתבל בענינים בביאור גודל העונש אשר נשמת חלק אלקה ממעל ממש ושלוחו של אדם (העליון שעל הכסא) כמותו כמבואר בלקו"ת ריש פ' ויקרא ובמילא לא יבצר ממנו מאומה למלאות השליחות כו' ומובן גודל הנפילה כשאינו משתמש בהכחות שלו וביותר וביותר כשמשתמש להיפך וכו'...
במ"ש אודות ההו"ל של המאמרים והשיחות וכו' הנה קשור זה בטרדה עצומה שמוכרח לסלק התענינות מענינים אחרים וכיון שמתעסק אני בהו"ל המאמרים דשנת תש"ד שכבר נסדרו לדפוס וחסר רק הגהה ומראה מקומות וכו' ואח"ז ס' המאמרים תש"א וכו' במילא ענין א' מונע את השני...

I was pleased with the order of teshuva that was given to the Avrech ... and it was good that he did not require him to recite by heart all of Iggeres HaTeshuva so as not to give the impression that this is merely an effort in studying Chassidus and nothing more. Regarding general caution in this matter... it is impossible to set a fixed rule because it depends on the nature of the individuals. Caution is needed here, for even protest and emphasis are not always desirable, as is known that diverting one's mind from these matters as much as possible is best. Nevertheless, from time to time it is necessary to stress the negativity of the matter and how in this one descends from a great height to a deep pit—even more so—as explained at the beginning of Sefer HaMitzvos by tzt"z. Regarding the aforementioned suspicion, it is highlighted by the severity of punishment mentioned even in Torah Shebiksav in several places. To spice things up, explain the gravity of the punishment: that one's soul is literally a part of Elokah from above and his agent (the Supreme One on the throne) is like himself, as explained in Likkutei Torah at the beginning of Parshas Vayikra. Therefore, nothing can prevent him from fulfilling his mission, etc., and it is understood how great the fall when he does not use his abilities—or worse, uses them for the opposite purpose...
Regarding what you wrote about publishing maamarim and sichos etc., this involves tremendous effort which requires removing attention from other matters. Since I am occupied with publishing the maamarim from 5704 which are already prepared for print but only lack editing and references etc., and afterwards Sefer HaMaamarim 5701 etc., therefore one matter prevents another...
Summary
The Rebbe teaches that teshuva guidance must be individualized; overemphasis or rigid rules can be counterproductive. Balance and sensitivity are essential both in spiritual guidance and in managing communal responsibilities.
