הנה אינו כותב פרטים באופן העבודה, ובכל אופן עבודת הצלת נפשות אינה זקוקה להסכמה ממי שהוא ואופני העבודה צ"ל באופן שתביא תועלת הכי גדולה כמובן, והשי"ת יצליחו בהנ"ל ובשאר עניניו.

תמה אני וביותר על חילוף קשר התפלין מחב"ד לפולין אחרי שהכל מודים שהרב המגיד ממלא מקום הבעש"ט, מסר דוקא לרבינו הזקן לערוך ש"ע ובכל מדינת פולין נקרא בשם "הרב" סתם ואם מפני סיבות ישנן מהוראות רבינו הזקן שלא קבלו עליהם אבל לאחר קבלת איזה פס"ד שלו בפועל, ואח"כ לחזור בו זהו דבר תמוה ומופרך.
והשי"ת ינחהו במעגלי צדק ואמת.

In response to your letter from the 20th of Shevat, in which you mention being offered to work against the missionaries, G‑d forbid. You do not write details about how this work is to be carried out. In any case, saving souls does not require anyone’s approval, and the manner of work should be such that it brings the greatest possible benefit, as is understood. May Hashem grant you success in this matter and in all your other affairs.

I am astonished—especially so—about changing the Chabad tefillin knot custom to that of Poland. After all, everyone agrees that the Maggid, who succeeded the Baal Shem Tov, specifically entrusted our Rebbe (the Alter Rebbe) with arranging Shulchan Aruch. In all of Poland he was simply called "the Rav." If there were reasons why some did not accept certain rulings of our Rebbe at first—but after they accepted some of his practical rulings and then later reversed them—this is truly puzzling and unfounded.
May Hashem guide you in paths of righteousness and truth.
