נעם לי לקבל ידיעה מהרה"ח הוו"ח אי"א נו"נ עוסק בצ"צ וכו' מוה"ר מיכאל שי' ליפסקאר, אשר עומד כבודו על משרתו להנהיג קהלת הקדש דעיר מכנז כמקדם, וכבר ידוע מאמר רבותינו זכרונם לברכה אשר כל מינוי הרי הוא מן השמים ובפרט מינוי למנהיג בקהלה קדושה אשר אפילו הענינים הגשמיים שלה הם קדושים ועל אחת כמה וכמה ענינים הרוחניים, ובודאי ינצל כבודו את טיב כשרונותיו והשפעתו להחזיק ולהפיץ יסודי היהדות ותורה ומצות ברוח ישראל סבא בכל הקהלה, ובהמשך להעבר המזהיר דקהלה קדושה דעירו תשמש גם מכאן ולהבא למופת ביהדותה וכמרכז לתורה ביראת שמים לכל מרוקה.

It pleased me to receive news from Haraha"ch vavav"ch iy"a nu"n oseik b'tzt"z etc. Moreinu HaRav Michael Lipskar, that you have resumed your position leading the holy community of Meknes as before. It is already well known from our Sages of blessed memory that every appointment is from Heaven—especially an appointment as a leader in a holy community, where even its material matters are sacred, all the more so its spiritual matters. Certainly, you will utilize your fine talents and influence to uphold and spread the fundamentals of Judaism, Torah, and mitzvos in the spirit of Yisrael Saba throughout the entire community. In continuation of the illustrious past of your city's holy community, it should continue to serve as an example in its Judaism and as a center for Torah with awe of Heaven for all of Morocco.
