I have just received your letter from the 25th of Shevat... It is self-evident that transferring one of our institutions in Morocco as it is to Eretz Yisrael has no place at all. On the other hand, I also do not see any benefit in gathering boys from outside, from other institutions, and assisting them in making aliyah to Eretz Yisrael; this is not the role of Lubavitch. What I discussed with Mr. Kol, and my opinion remains the same now, is that students in our institution who excel in some area should be given this as a prize—that through our efforts and involvement they ascend to Eretz Yisrael—and this should be publicized appropriately among the other students and also among the Jews of Morocco. Through studying for a period in Oholei Yosef Yitzchak (Oholei Y.Y.), they also gain the possibility—if the administration of Oholei Y.Y. finds it appropriate—to make aliyah to Eretz Yisrael. Especially since Mr. Kol told me that although aliyah for elders who are unable to work has been stopped, the parents of students who make aliyah will be granted immigration permits for their parents within two years...

6) I wrote to Maharash regarding providing matzah shemurah for our helpers in Morocco and surely he will show him the letter and they will consult together about this matter. I also wrote to him about arranging that from time to time certain information will be published in newspapers and journals in Morocco—whether about Chabad's work there or at least generally about Chassidus and its surroundings—and surely they will also try to find a way to print and publicize this appropriately.

7) I recently learned that for some time there existed in Morocco a society called "Dovev Siftei Yesheinim," which published several books. It would be proper if they sent one copy of each book here as a gift. I do not know who—whether you or Maharash—would be better suited to handle bringing this about. It seems that among the heads of the society are Rabbi Toledano from Meknes and Rabbi Maharaz Cohen from Casablanca; surely locally they know this clearly.
