With thanks, I acknowledge receipt of your letter from the 16th and 17th of Adar, along with the report and list of the children from Africa. In the meantime, you have surely received my previous letter with a copy of a letter to Reb Michael Lipskar, who agreed to begin his work. Certainly, you have already discussed this matter; please urge him as much as possible and assist him with G‑d's help in obtaining a visa and similar matters.

Mr. Yitzchak Shalom—head of "Ozar HaTorah"—expressed his institution's willingness to take upon themselves the expenses for maintaining educational institutions in Africa after they are established and become an existing entity in the world. No details have been discussed yet, but it is reasonable to assume he will request that their name be included prominently—please inform me of your opinion on this matter in general and specifically.

I do not know the specific situation of R. Sh. Matosov (based on what you wrote that you promised him there would be no intervention or effort from here to delay him—I did not write to him about this matter). However, I am surprised—even if he stipulated in advance that he is exempt from this—but why did he leave his post? It seems it was a broad field where he succeeded, and now he goes searching in another country and different work, leaving behind a vessel that holds and continues the blessings of my father-in-law, the Rebbe hk"m, who even now holds G‑d's staff in his hand to draw from the well and clouds of glory—both materially and spiritually—to all those who strengthen their connection and walk in his ways which he taught with even greater strength.
