מזמן לזמן הנני מקבל ידיעות אודותו מהבאים ממחנו הט' לכאן, ונהניתי לשמוע אשר לוקח חלק הוא בעסקנות צבורית ומשתדל בהחזקת קרן התורה והיהדות במחנו הט'.
ועל של עתה באתי בדרישת השעה, והוא חינוך הדור הצעיר אשר כפי הידיעות שמקבל אני מהנעשה בפילדלפיא, הנה הנוער הולך ונגרע מיום ליום, אשר אם לא יאחזו באמצעים יותר מהרגיל, הרי ח"ו יש לחשוש כפי שמספרים לי, שכל הדור הצעיר לבד יחידי סגולה, יחידים בפו"מ, יתרחק ח"ו מהתורה והמצוה.
ועפ"י מרז"ל ספרא ר"פ צו, אין מזרזין אלא למזורזין, הנני בזה לעורר ולעודד בכל לשון של עדוד וחיזוק, להתעמק בתשומת לב המתאימה בדבר החנוך בעיר פילדלפיא, ולעשות בזה ככל האפשרי וככל יכולתו, לשפר את המצב ולהציל עי"ז נפשות בני ובנות ישראל מרדת שחת ח"ו, וידוע פתגם כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, חזקה לתעמולה שאינה חוזרת ריקם.
בטוח הנני אשר לכת"ר שי' האריכות בזה אך למותר, ות"ח מראש אם יודיענו בשו"ט אשר נגשו לעבודה בפועל, ויה"ר אשר חפץ ה' בידם יצליח.

From time to time I receive reports about you from those who come here from our camp, and I was pleased to hear that you are involved in communal activities and strive to support the foundation of Torah and Judaism in our camp.
Now I am writing regarding an urgent matter: the chinuch (education) of the younger generation. According to the information I receive about what is happening in Philadelphia, the youth are declining day by day. If extraordinary measures are not taken, as I am told, there is a real concern that the entire younger generation—except for a select few—will, G‑d forbid, distance themselves from Torah and mitzvah observance.
As our Sages say (Sifra, beginning of Parshas Tzav), "They only urge those who are already eager," so I am hereby arousing and encouraging you with every expression of encouragement and strengthening—to deeply focus on the matter of chinuch in Philadelphia and to do everything possible and within your ability to improve the situation. By doing so you will save Jewish boys and girls from spiritual downfall, G‑d forbid. It is well known that my revered father-in-law, the Rebbe zatzal, said: "It is certain that outreach never returns empty-handed."
I am sure that for your honor this elaboration is unnecessary. Thank you in advance if you inform me with good news that practical work has begun. May it be G‑d's will that your efforts succeed.
I am also writing similarly to Haraha"g Popka and have spoken personally with Haraha"g veHaraha"ch Moharash"tz Schneiderman. Salvation comes through many advisors—especially when many stand with them; namely, the youth of Philadelphia whose fate hangs in the balance.
Enclosed is a booklet and pamphlet for Yud Tes Kislev which has just been published; surely you will use them to benefit the many.
