Shalom u'Vrachah!
As the new year approaches, which is coming upon us and all of Israel for good and blessing, I hereby express my blessing to you and all that is yours: may you be inscribed and sealed for a good and sweet year in both material and spiritual matters.
With blessing.
P.S. Since I wish to preserve our relationship as well as follow a general directive from Torah, I do not want what follows to become known to you from another source; therefore I am writing this directly: In line with my position during the previous elections for the Chief Rabbinate—an opinion based on what is explained in many places, including the well-known responsa of the Chatam Sofer—I am opposed to dismissing a rabbi from his position at the end of his contract or similar circumstances. This does not reflect negatively at all on those candidates running against him, as I wrote previously during the last elections.
After asking your forgiveness for what I am about to write—which may seem contrary to the saying of our Rebbe the Alter Rebbe: "Mit an eitzah shlogt men zich nit on" (One does not get involved with unsolicited advice)—nevertheless, based on our relationship it seems I cannot remain silent about this: In addition to what was written above (which was also a reason I hoped you would withdraw your candidacy and therefore delayed publicizing my position), there is another crucial point in this unique election situation: your candidacy is being used as a tool in a campaign against strict adherence to halachah. In all matters of sanctifying G‑d's Name, it is especially important how things are perceived by the broader Jewish community; even Amoraim who were lifelong ascetics said things like "Ana i shakilna..." (I would not take...). Furthermore, it is specifically certain groups known for their stance on all Torah matters who are now loudly supporting your candidacy. Certainly someone of your stature needs no further explanation—especially since it is difficult for me altogether to get involved in such matters.
Summary
The Rebbe offers blessings for a sweet new year while respectfully voicing concerns about using rabbinic positions for agendas that may undermine halachic integrity. He emphasizes unity and careful consideration of communal perception in leadership roles.
