הנני מאשר קבלת הדו"חים, אף כי אין הזמן גרמא לעיין בהם בשימת לב הדרושה ועוד חזון למועד.
ות"ח מראש באם יצוו לעושי רצונם לשלוח לכאן רשימת המקבלים תמיכה מקופת הכולל, וכן ועיקר – ההתחייבות שלהם בנוגע לעניני תורה ותפלה, ומקומם, היינו מקום התפלה ומקום הלימוד, ואם יש בזה גם הוראות מהעבר.
מובן שבנוגע לפועל קא אתינא, שהרי מתאים לכוונת רבותינו נשיאנו ביסוד הכולל, קשור זה בלימוד התורה (נגלה וחסידות) ובעבודת התפלה.
ונוסף על האמור, הרי בימינו אלה יש לקשר הנ"ל לא רק בירושלים סתם, אלא בירושלים העתיקה (ובביהכ"נ וביהמ"ד צמח צדק).
ולחשיבות הענין באתי בבקשתי האמורה ובהוספה שכל הפרטיות בכגון זה הרי זו משובחת, כולל גם ועיקר הצעות מההנהלה מהאפשרי בכל האמור וכו'. ומפני החשיבות – הרי ההקדם בכל זה גם כן ישובח.
המצפה לבשו"ט בכל האמור, וחותם בברכה להצלחה רבה ומרובה ומופלגה בביסוס הכולל והתפשטותו,

Shalom u'Vrachah!
As we approach just days after the yahrzeit and on this day of Rosh Hashanah for trees—when "man is a tree of the field," as our Sages explain is connected to Torah study and in a manner of "from it you shall eat," meaning spreading Torah (Taanit 7a)—I acknowledge receipt of the reports. Although time does not permit me to review them with the necessary attention right now, there will be an opportunity in the future.
I request in advance that those who carry out your directives send here a list of those receiving support from the Kollel fund, as well as—most importantly—their commitments regarding Torah and prayer matters and their locations; that is, their place of prayer and place of study, including any relevant past instructions.
It is understood that my focus is on practical matters since, according to our Rebbeim's intention in founding the Kollel, this is connected to Torah study (both Nigleh and Chassidus) and prayer service. Additionally, nowadays this connection should not only be with Yerushalayim generally but specifically with the Old City (and at the Tzemach Tzedek synagogue and study hall).
Because of the importance of this matter I am making this request—and moreover, every detail in such matters is praiseworthy, especially suggestions from the administration about what can be done regarding all these points. Due to its importance—speed in all this is also praiseworthy.
I await a report on all these matters and conclude with blessings for great and abundant success in strengthening and expanding the Kollel.

P.S. a) It would be worthwhile to discuss whether if learning will take place at the aforementioned synagogue there is room to establish a special library there. b) Based on Chabad custom in recent years regarding activities for Nshei U'Bnos Chabad, I am also interested in receiving suggestions from them regarding activities for Nshei U'Bnos HaKollel.
