וידוע המובא בשולחן ערוך, שהוא הלכה למעשה לכל יהודי מגדול ועד קטן, ששנים מקרא ואחד תרגום יש דיעה בזה שהקורא ב' פעמים מקרא ובפעם הג' חוזר ולומד כל הפרשה עם פרש"י שהוא בנוי על יסוד התלמוד, הרי זה מועיל יותר מהתרגום, שהוא מפרש יותר. ואף שממשיך שהעיקר הוא לא כסברה זו, הרי מסיים – מכל מקום כל ירא שמים יש לו לקרות התרגום וגם פירש"י (שו"ע רבנו הזקן, או"ח סי' רפה ס"ב).

Thank you for your letter which reached me some time ago, and just now I received the booklet "Shmaatin." I thank you for your attention, and of course also for the opportunity to become acquainted with a new approach in studying Rashi’s commentary—Parshandata as Ibn Ezra calls it.
It is well known as brought in Shulchan Aruch—which is practical law for every Jew from great to small—that regarding Shnayim Mikra v’Echad Targum (reading the Torah portion twice and once with translation), there is an opinion that one who reads the text twice and then studies the entire portion with Rashi—since Rashi is based on the Talmud—fulfills this even better than with Targum, since Rashi explains more. And although it continues that this is not the main view, it concludes: nevertheless, every G‑d-fearing person should read both Targum and Rashi (see Shulchan Aruch HaRav, Orach Chaim 285:2). It is also well known that our Rebbeim have said that in Rashi’s commentary are hidden the wine of Torah (the secrets of Torah).
