I acknowledge receipt of your letter... As we come from the days of redemption—12–13 Tammuz—the redemption of the Frierdiker Rebbe, leader of Israel, from his imprisonment in his homeland where he was incarcerated for his great and mighty work in strengthening Torah and mitzvah observance and spreading them despite severe decrees at their peak. By G‑d's kindness he emerged victorious; those who imprisoned him were the ones who released him. In the words of the Frierdiker Rebbe (at the first Yud-Beis Tammuz celebration): Not only did the Holy One redeem him alone on Yud-Beis Tammuz, but also all who love our holy Torah, mitzvah observers, and even anyone called by the name Israel—for every Jew (regardless of his personal level in mitzvah observance) has a heart that is whole with G‑d and His Torah. As our Sages say: "A righteous person will flourish like a date palm" (Tehillim 92:13)—just as a date palm’s heart is directed upward so too is a Jew’s heart directed to their Father in Heaven; and they also said: just as a date palm has no waste so too are Jews without waste. Therefore, these coming days after Yud-Beis–Yud-Gimmel Tammuz are auspicious for all Jewish men and women everywhere to increase in strengthening Torah and Judaism according to their situation and to spread them ever more widely and brightly. Especially when considering that if in that country at that time under those conditions they acted to strengthen Torah and mitzvos successfully—and even now after fifty years we see their fruits and fruits of their fruits—how much more so in countries with good conditions beyond comparison.
May it be G‑d’s will that each one of us among all our brethren should act on all this with joy (and therefore) with alacrity; G‑d helps as it says: "Hashem le'ezrati chusha" (G‑d hasten to my aid), "Elokim chusha li ezri... Hashem al te'acher" (G‑d do not delay).

The journals (whose beginning is "and the Torah compared...") have been received—thank you. There is simply no time at all to review them as thoroughly as their content demands; please forgive me.
Regarding their publication—if through this readers will be further encouraged to study Chassidus etc., it is certainly worthwhile; however there should be notes—references for Chassidus etc. As an introduction—a summary explaining the intent etc.
P.S. Your letter has been received... The proposal regarding funds will not be accepted at this time due to security concerns. That is all.

Summary
The Rebbe teaches that every Jew possesses an innately pure heart connected to G‑d regardless of observance level. The days following Yud-Beis–Yud-Gimmel Tammuz are especially auspicious for increasing efforts in spreading Torah and mitzvos with joy, diligence, and faith in G‑d’s help.
