... The mention of his name in connection with the issue regarding some of the bochurim sheyichyu... — the intention was not that he should organize it. For he is quite busy and involved in education, etc. (and it is obvious I did not mean for him to manage it) — rather, that he should arouse those whose sacred duty it is to do this and have long been obligated (and in reality — for various reasons it has not yet come to fruition, even though the great responsibility and merit and preciousness of time in this matter are clearly evident). The importance of his awakening in this regard is because the yetzer hara has succeeded for so many years in preventing those mentioned from fulfilling their duty — by explaining that nothing can be done, and no one is capable of it; proof being that so-and-so is also not capable, and what does he have to do with the whole matter? It suffices that he sighs over the situation, etc. — but in truth, he can demonstrate to the bochurim sheyichyu under his influence the fulfillment of our Sages' promise: Yagata u'Matzata ("You have labored and you have found") even in this area and field. Perhaps he can also instruct on approaches, etc.
Summary
The Rebbe teaches that true leadership means inspiring others to fulfill their responsibilities. Even if one cannot personally manage a task, encouraging and guiding those who can is vital; effort leads to success as our Sages say: "You have labored and you have found."
