ז"ל ובפרט הרמב"ם, מורה נבוכים של כל הדורות, שמביא בסגנון לקוני אבל בתור פסק דין, אשר צריך כל אדם שיראה עצמו כל השנה כולה וכן כל העולם חציו זכאי וחציו חייב; עשה מצוה אחת הרי הכריע את עצמו ואת כל העולם כולו לכף זכות וגרם לו ולהם תשועה והצלה (הל' תשובה, פ"ג ה"ד, בקיצור לשון קצת).
מובן ג"כ אשר כל מי שאפשר לו והיכולת בידו לפעול בממדים גדולים יותר אינו יוצא ידי חובתו כלל וכלל על ידי פעולה אחת או פעולה מצומצמת או אפילו פעולה בממד גדול אבל לא כפי יכלתו. והדברים אמורים הן בכמות והן באיכות.
ואם כך הוא בנוגע לכל מצוה ופעולה של כל אדם, על אחת כמה וכמה באלו אשר ההשגחה העליונה נתנה להם האפשרות והכשרון להשפיע על הרבים ובנוגע לבעיות העומדות ברומו של עולמנו, ובמיוחד בבעיות חיוניות הנוגעות בעצם קיום האומה, ובסגנון [רבינו] סעדי' גאון: אומתנו אינה אומה כי אם בתורתה (הרס"ג, ספר האמונות והדעות ג, ז).

Shalom u'Vrachah!
I received the telegram and have mentioned you for the fulfillment of your heart's desires for good. Surely a letter with more details will follow, and may it be G‑d's will that you share good news both in your personal matters and in general matters as well.
I am certain there is no need to emphasize to you how much our Torah, a Torah of life, values each individual. As is known from the Mishnah: "Whoever sustains a single soul of Israel is considered as if he sustained an entire world." Even more so, our Sages—especially the Rambam, who is a guide for all generations—state in concise but decisive terms that every person should see himself and the whole world as half meritorious and half guilty; by doing one mitzvah he tips himself and the entire world to merit, bringing salvation and rescue to all (Hilchot Teshuvah 3:4, paraphrased).
It is also clear that anyone who has the ability to act on a larger scale does not fulfill his obligation at all by doing only one act or a limited action—even if it is significant—but not according to his full capacity. This applies both in quantity and quality.
If this is true regarding every mitzvah and action of any person, how much more so for those whom Divine Providence has granted the ability and talent to influence many people—especially concerning issues that are of utmost importance in our world, particularly those essential for the very existence of our nation. In the words of Rabbeinu Saadia Gaon: "Our nation is only a nation by virtue of its Torah" (Emunot v'Deot 3:7).

Summary
The Rebbe teaches that every individual action has cosmic significance but stresses that those with greater abilities must use them fully to benefit others—especially regarding issues vital to Jewish continuity—since our nation's existence depends on Torah.
