I acknowledge receipt of your letter... And as we stand in the days between redemption (Purim) and redemption (Pesach), about which it is said: "For the Jews there was light and gladness and joy and honor"—literally (for a verse never departs from its plain meaning) and as explained: light is Torah; gladness is Yom Tov; joy is circumcision; honor is tefillin—may it be G‑d's will that you do what depends on you in spreading Torah and enhancing the observance of its mitzvos that are likened to tefillin, increasing both in quantity and quality in Torah study and mitzvah observance—both for yourself and for others, individually and collectively. This obviously includes increasing participation in the Tefillin Campaign. And may you do all this with joy—the central point of the month of Adar (about which our Sages said one should increase in joy) and the days of Purim—and with emphasis on the four things mentioned above, beginning with "light is Torah," as it says: "Pekudei Hashem Yesharim Mesamchei Lev" (the commandments of G‑d are upright, rejoicing the heart), concluding with tefillin—as our Sages said: "One who puts on tefillin must rejoice," even to great happiness. And very soon we will merit those days about which it is said: "Then our mouths will be filled with laughter and our tongues with song; then they will say among the nations: 'G‑d has done great things for these'"—with the true and complete redemption through Moshiach Tzidkeinu.

I acknowledge receipt of your letter from the 11th of Adar and its enclosures—the notes etc.—and regarding what was mentioned about Yosef being sent in every generation to Bnei Yisrael (and even more so at various levels), this is not proof that Moshe's own oath remains valid now. And this suffices.

Summary
The Rebbe teaches that during Adar—between Purim and Pesach—we should increase Torah study, mitzvah observance (especially tefillin), and spread joy to ourselves and others. These efforts hasten true redemption through Moshiach.
