Shalom u'Vrachah!
Rabbi Zevin.
I received your letter today and was alarmed by its content, as if there is a rationale to permit—even on a wholesale scale—conversion in Vienna.
Now, several of those converted did not know at all that this was a matter of religion and thought it was just part of the formalities for easier absorption into the community. And some of them did not know they needed to leave, or did not accept upon themselves to leave, their previous religion and even brought their religious images with them. Also regarding the rest: in some cases, no one was present at the immersion; in others, people were present only as witnesses; and even among those performing the conversions in such ways, they are worse than laymen, etc.

Summary
The Rebbe warns against improper conversion practices, emphasizing that genuine intent and adherence to halachic standards are crucial for valid giyur. Superficial or mass conversions lacking these elements are deeply problematic.
