הרי במצב ההוה ישמש היתר לכל גיור (כולל הריפורמי) שבאה"ק ושבחוץ לארץ שבעבר, וכן יפרוץ פירצה רבה על להבא שכל הרוצה יגייר ויאמר בדיעבד הוא. ולא תועיל כל הסתייגות, ובמכל שכן שאפילו הסתייגות מבוססת אינה מועילה כנראה במוחש.

In response to your letter,
— Even if there were grounds for leniency based on after-the-fact reasoning (which, in my opinion, as I wrote in my previous telegram on this matter, there is not), in the current situation such a leniency would serve as a permit for any conversion (including Reform) that has occurred in the past and outside of Eretz Yisrael. It would also create a great breach for the future, allowing anyone to convert and claim it was done after-the-fact. No reservation will help, and certainly even a well-founded reservation is ineffective, as is clearly evident.
