בתודה הנני מאשר קבלת מכתבו, ות"ח בעד שימת לבבו לענות על
מכתבי שלי

והנה באמת לא ידעתי האם להמשיך באותו הענין, שהרי לא ברור ממכתב מר אם כבר לאחרי ההחלטה בנוגע לאופן התגובה והלחימה בשטח זה וכולי. והרי אין עניני כלל וכלל להתערב ללא ששאלוני, על אחת כמה וכמה לחפש קשי' וכיו"ב. ובפרט שמה שכתבתי הרי פשוט הוא, ובודאי לא נעלם מאלה הנמצאים במקום. וכיון שלא עשו זה בודאי טעמם ונימוקם עמם.
בכל זה כיון שהכל הוא בהשגחה פרטית, והרי הדבר הוא רציני ביותר וחשוב ביותר ועוד ועוד, לכאורה אסור עלי לא להגיב אפילו על הספק וספק ספיקא, על כל פנים בקצרה, והוא:
בנוגע לאופן הביצוע שלא יהי' אפשר להשתמש בתעלה למשך זמן ארוך על כל פנים, הרי כל זמן אשר טסים ממעל לשטח זה מדי יום ביומו, בודאי ובודאי שישנן כמה הזדמנויות לבצע הדבר, אם בכוונה גלוי' או כאילו שלא בכוונה, עד לקילקול התעלה באופן יסודי, ובפרט שארכה נמשך למאה ק"מ ויותר, שבאם תתקלקל במקום אחד או שנים או שלשה הרי זה בדרך ממילא מבטל אפשריות השימוש בכל התעלה.
כנראה שהקו עד עתה הי' שלא לעשות צד דראסטי ביותר כדי שלא להכעיס את הדוב יותר מדי –
וזוהי ההסברה הבלעדית שמצאתי למה שלפני איזה שנים לא קלקלו את השטח בסביבות אסוואן באופן שלא יוכלו לבנות שם הסכר.
אבל במצב ההוה כמדומה שאין כבר מה להפסיד, ובפרט שהתקוה שיוכלו לפוצץ מדי יום ביומו ובמשך כמה וכמה חדשים קלושה היא ביותר.
ואם תמצא לומר יש ללמוד גם מענין דאסוואן שכדאי הי' להרגיז אז, ובלבד שלא יבוא המצב דעתה, שנמצא שם שטח חזק ומבוצר וסגור בפני כל העולם כולו; ובאם רוצה הדוב להעמיד שם מרכז לתעשי' אטומית, ולא רק לשם הגנה אלא גם להתקפה, לכל פרטי' ומבלי לסכן את תושבי מדינתו הוא, ובמקום שיהי' שטח לנסיון וכולי – הרי אין לך מקום מתאים יותר מהשטח של סכר אסוואן.
ובפרט באם תתקבל ההצעה להפסקת האש למשך שלשה חדשים או בערך זה. ומובן שההבטחות שלא ינצלו הזמן לעניני ביסוס וביצור השטח המערבי וכו' אין בהן ממש, שהרי אין ביד אדם להבטיח זה, אפילו באם לא הי' כבר נסיון שלש פעמים בעבר, וגם לאחרונה. ובפרט שמשתמשים בהחילוק דמגן והתקפה, שהכל מותר להגנה כביכול. ובנידון זה עוד אפשר להוסיף שחוזרים ומשכנים את הערים החרבות שעל השפה המערבית.
ומאידך גיסא, כיון שהתועלת להדוב מפתיחת התעלה גדולה היא ביותר, בודאי שלא יוותר על הזדמנות זו, כל זמן שלא ישללו האפשריות דפתיחת התעלה מסיבות טכניות שלא ניתנות לתיקון במשך זמן ארוך וכולי.
כפי קצב הענינים עתה אפשר שרק במשך זמן קצר ביותר עדיין תהי' אפשריות למר לטוס בשטח זה מבלי התחייבות או מבלי השגחה וכולי. הרי גם ההחלטה בהאמור גם היא תכופה, ואת מר הסליחה על אשר איש ציווילי שלעולם לא הי' בצבא ובכל זה מביע דעה בהענין כהאמור.
דרך אגב, ואולי גם זה בהמשך להנ"ל, הרי כל התנאי שיהי' הפסק אש החלטי ביחד עם התחלת שקלא וטריא על דבר שלום – אין לשני ענינים אלו כל הקשר הגיוני ולא בטחוני ולא כלכלי וכולי. וראי' מוכחת, שהרי זה שלש שנים שמנסים לדבר על דבר שלום ביחד עם הפצצות וכו' וכו'. וההסבר היחידי הוא שהצד שכנגד רוצה לנצל זמן זה של הפסקת האש לבנין הנהרסות ולביצור וכולי.
חפשתי למצוא הסברה באיזה מקום שהוא על דבר הקשר בשני הענינים, ולתמהוני לא רק שלא מצאתי כל הסבר, אלא שלא מצאתי מי שישאל גלוי: אם באמת לא ינצלו הזמן לביצור וכולי, מהו ההדגשה והתנאי שאי אפשר בלעדו שצריך להיות הפסקת אש?
מובן שראיתי ההסבר שזוהי דרישת הצד שכנגד. והרי ממה נפשך: באם אין כל הסברה אחרת, אזי זוהי הצהרה ברורה מהצד שכנגד שיבצרו השטח וכולי ועוד יותר משהי' קודם. שהרי כל הדרוש לזה מוכן הוא, מקצתו בלוב ומקצתו בספינות הנמצאות בסמיכות מקום, וגם אנשי הידע או שכבר נמצאים במקום או שבמשך שעות ספורות יוכלו להגיע לשם.
ובודאי שאין איש מקוה אשר לאחרי שיתחילו במשא ומתן על דבר שלום אזי יוותר הצד שכנגד על אפשריות הביצור וכו'. ובאם יימצא איש תמים (נאיבי) כזה הרי בסגנון דיפלומטי אינו מן הישוב כלל.
לכאורה הארכתי יותר מדי, אבל בודאי גם מר ירגיש שהתאפקתי לא רק בהביטויים אלא גם בההסברה ואפילו בהתוכן, שיש להוסיף עליו כהנה וכהנה.
ידועה הדוגמה משטח הרפואי, שכאשר זקוקים ר"ל לעשות ניתוח רציני וגדול, אפשריות לכאורה שתי גישות: לעשות הניתוח בבת אחת, או לעשותו לסירוגין במשך כמה ימים או חדשים וכולי, ובהסברה שכיון שניתוח גדול ורציני הוא, יש לחלקו לחלקים. והתוצאה מזה, שתמורת הגישה הא' לעשותו בבת אחת בעת שהחולה עדין במצב טוב לפי ערך ובתנאים הידועים בכל הפרטים, כך שאפשר להכין תרופה לכל שינוי ושינוי – הרי עצם הניתוח בכמה הפסקות מתיש כוחו של החולה ומצבו נעשה גרוע יותר ויותר, ולפעמים ישנן קומפלקציות בלתי צפויות מראש המבלבלות את החשבון איך להמשיך בניתוח זה, ובפרט שנפגשים במצב של חירום (עמרדז'נסי) שאין זמן להכנה כדבעי. ומה שהיו רוצים להרויח שלא להחליש את החולה או להרגיז את קרוביו, אין מנוס מזה, ואדרבה מרגיזים אותם כמה פעמים תמורת שהי' אפשר בפעם אחת. והנמשל בעניננו הרי פשוט הוא.

Shalom u'Vrachah! With thanks I acknowledge receipt of your letter and thank you for your attention in responding to my previous letter. In truth, I was unsure whether to continue on this topic, as it is not clear from your letter if a decision has already been made regarding the manner of response and action in this area, etc. It is certainly not my place to interfere without being asked—how much more so to seek difficulties or complications. Especially since what I wrote is simple and surely not unknown to those present on site. And since they did not act accordingly, surely they have their reasons and explanations.
Nevertheless, since everything is by Divine Providence and this matter is extremely serious and important—again and again—it would seem that I am forbidden not to respond even to a doubt or a remote possibility, at least briefly. Namely: Regarding how to act so that it will be impossible to use the canal for a long period—since flights are made over this area daily, there are certainly many opportunities to carry out such an action, whether openly intended or seemingly accidental, until the canal is fundamentally damaged. Especially since its length extends over one hundred kilometers or more; if it is damaged in one or two or three places, this would automatically prevent use of the entire canal.
It seems that until now the policy was not to take drastic measures so as not to anger "the bear" too much—and this is the only explanation I found as to why several years ago they did not damage the area around Aswan so that it would be impossible to build the dam there. But in the current situation it seems there is nothing left to lose—especially since the hope of being able to bomb daily for months is very slim. If anything can be learned from Aswan, it is that it would have been worthwhile then to provoke—even if only so as not to reach today's situation: a strong fortified area closed off from the entire world; if "the bear" wants to establish an atomic industry center there—not just for defense but also for offense—in all its details and without endangering his own citizens, using it as a testing ground etc.—there is no place more suitable than Aswan Dam's area.
This is especially true if the proposal for a ceasefire lasting about three months is accepted. And obviously promises that time will not be used for fortification of the western side etc., are meaningless—for no one can guarantee this even without prior experience (which has occurred three times already), including recently. Especially since they use the distinction between defense and offense—everything being permitted under "defense." In this case they are also resettling destroyed cities on the western bank.
On the other hand, since opening the canal greatly benefits "the bear," he will certainly not give up this opportunity unless technical reasons make opening impossible for a long time etc. Given current developments, perhaps only a very short window remains in which you can still fly over this area without obligation or supervision etc.—so decisions must be made quickly.
Please forgive me that a civilian who has never been in the army nevertheless expresses an opinion on such matters.
By the way—and perhaps related—the condition that there be both a decisive ceasefire together with starting negotiations about peace makes no logical sense—neither security-wise nor economically etc. The proof: For three years attempts have been made at peace talks while bombings continue etc., etc. The only explanation is that the opposing side wants to use ceasefire time for rebuilding and fortification etc.
I searched everywhere for an explanation linking these two matters but was surprised not only not to find any explanation but also no one asking openly: If indeed time will not be used for fortification etc., why insist on ceasefire as an absolute condition? Of course I saw explanations saying it's simply demanded by the other side—but either way: If there's no other reason then it's an explicit declaration by them that they will fortify even more than before! Everything needed is ready—some in Libya, some on nearby ships; experts are either already present or can arrive within hours. Certainly no one expects that after peace talks begin their side will give up fortification opportunities etc.; if anyone naively believes so—in diplomatic terms that's simply unrealistic.
I may have written at too great length—but surely you too feel I restrained myself—not just in expression but also in explanation and even content—which could be expanded much further.
The well-known example from medicine: When serious surgery must be performed there seem two approaches—do it all at once or spread over days/months with breaks—explaining that because it's major surgery it should be divided into parts. The result: Instead of doing it at once while patient’s condition allows full preparation for every change—the drawn-out approach weakens him further; sometimes unexpected complications arise making continued surgery difficult—especially when emergencies arise leaving no time for proper preparation. What was hoped—to avoid weakening patient or upsetting relatives—is unavoidable anyway; worse yet—they’re upset multiple times instead of just once! The analogy here is obvious.
As we find ourselves now during Bein HaMetzarim (the Three Weeks), according to their special quality—that we were promised by the prophet "they will be transformed into joy and gladness" (see Zechariah)—may it be G‑d’s will that so too regarding this letter’s subject: may things turn into joy and gladness with Israel achieving success!
