הנני מאשר קבלת מכתבו מט"ו מנ"א וממהר לענות עליו, כי צר לי שכנראה נפלה אי-הבנה שגורמת ביחסינו ההדדיים, שתקותי חזקה שכמו שהיו ידידותיים בעבר כמו כן יהיו להבא, ואדרבה ביתר שאת.
ולנושא מכתבו שכותב בענין מר וולינסקי שי', הנה מעשה שהי' כך הי', שמר וולינסקי ביקר אותי לפני חדשים אחדים וסיפר לי שזה מכבר הבטיח סכומים מסויימים לעניני חב"ד, וכיון שמעונין במיוחד בעניני גמ"ח והכנסת כלה, הרי רוצה להקדיש חלק מהתחייבות שלו האמורה לקרן גמ"ח וקרן הכנסת כלה בארצנו הקדושה אלא – וכאמור, כל דיבור שלו הי' בחדרי ומדעת עצמו דיבר אלי – כיון שכספו המוקדש לתרומות וענינים ציבוריים באה"ק ת"ו נמצא בקופת היכל שלמה בהנהלתו של מר, לכן לא ישלח הכסף מכאן (מקנדה) כי אם יודיע להנהלת היכל שלמה שימסרו משם הסכום לאנשי חב"ד באה"ק. כן הוסיף שסכום הראשון ההוא חשבון ההתחייבות שלו. אגב, באותה הזדמנות סיפר לי גם כן על דבר פעולותיו האחרות הנעשות באה"ק ת"ו באמצעות מר, וכמובן שנצלתי את ההזדמנות לעודדו בזה וכולי.
ולכן כאשר סיפר לי גיסי הרב שליט"א אשר מדובר על דבר הקמת ועדה מיוחדת בזה וכולי, אמרתי לו שכל ענין זה חידוש הוא בעיני, שלא הוזכר דבר זה כלל וכלל, כי אם כנ"ל על דבר ענין טכני של העברת הסכום שהתחייב לא מקנדה כי אם באה"ק ת"ו עצמה.
וצר לי ביותר שכנראה מישהו פירש את הדברים באופן אחר, אף שלכאורה אי אפשר כלל, כיון שהמדובר הי' בחדרי.
פשוט שאין בזה כל ענין של אי-אימון ח"ו במר ומסייעיו, אלא שכנ"ל המדובר הי' בהתחייבותו של מר וולינסקי לחב"ד בחו"ל ובאה"ק, ובדרכים איך שיביא זה לפועל.
בנוגע להתחייבות האמורה, הרי אפשר למסור כל הסכום להרב אפרים שי' וואלף, שבבוא הזמן יקבל הוראות מכאן ע"ד החלוקה וכולי.
כיון שלא מזכיר מר דבר בנוגע לבני ביתו שיחיו, ובפרט בניו שי', התקוה שהוא סימן מובהק שהכל בסדר.

I hereby acknowledge receipt of your letter from the 15th of Menachem Av and hasten to reply, as I am sorry that apparently a misunderstanding has arisen which is affecting our mutual relationship. My strong hope is that just as it was friendly in the past, so too it will be in the future—and even more so.
Regarding your letter about Mr. Wolinsky: The facts are as follows—Mr. Wolinsky visited me a few months ago and told me that he had long ago pledged certain sums to Chabad causes. Since he is especially interested in matters of gemach (free-loan fund) and hachnasat kallah (helping brides), he wants to dedicate part of his aforementioned pledge to the Gemach Fund and Hachnasat Kallah Fund in our Holy Land. However—as mentioned, all his words were spoken privately to me and on his own initiative—since his charitable funds for donations and public matters in Eretz HaKodesh are held in the account at Heichal Shlomo under Mr. [name]'s management, he will not send the money from here (Canada), but will instead notify Heichal Shlomo's administration to give the sum from there to Chabad people in Eretz HaKodesh. He also added that this first sum is part of his overall pledge.
Incidentally, at that opportunity he also told me about his other activities being carried out in Eretz HaKodesh through Mr. [name], and naturally I took advantage of the opportunity to encourage him in this, etc.
Therefore, when my brother-in-law the rabbi shlita told me there was talk about forming a special committee for this matter etc., I told him that this was completely new to me—it was never mentioned at all; only as above regarding a technical matter of transferring the pledged sum not from Canada but within Eretz HaKodesh itself.
I am very sorry that apparently someone interpreted things differently—even though it should have been impossible since it was discussed privately with me. It is clear there is no issue whatsoever of distrust toward Mr. [name] or his associates; rather, as above, it was about Mr. Wolinsky's pledge to Chabad abroad and in Eretz HaKodesh and how it would be implemented.
Regarding the aforementioned pledge: The entire sum can be given to Rabbi Ephraim Wolf, who at the appropriate time will receive instructions from here regarding its distribution etc.
Since you do not mention anything regarding your family members—especially your sons—the hope is that this is a clear sign that all is well.
