Shalom u'Vrachah!

To the students of Kfar HaNoar – Be'er Yaakov in our holy land, may Hashem be upon them for life—Shalom u'Vrachah!

I was pleased to receive your regards through your teacher, educator, and director Mr. Chaim Yitzchak Glazer, and I especially enjoyed hearing about your progress both in studies and conduct. This is indeed the role of every mature Jew—and all the more so for youth—to go from strength to strength not only in physical and material growth but primarily in spiritual and soulful advancement.

Mr. Glazer conveyed your questions: my opinion a) regarding Jewish youth immigrating from America to Israel; b) regarding the anticipated peace with our Arab neighbors.

On question (a), my view after an introduction: A person's life generally divides into two periods—the first is mainly passive receiving; the second is when one is expected to be active and influential within their environment and family—in the broadest sense—actively advancing what is right. Naturally, first and foremost we expect a person to act to strengthen good and increase it, and to drive away evil—this is like repaying a debt since one has acquired abilities and knowledge from their environment during their formative years. Therefore, one must recognize this kindness and fulfill their obligation by doing good in all areas where they were influenced—and also by influencing others to continue this path together with them and beyond.

An analogy: If someone wants to give charity where not obligated—it is a great thing; but repaying a debt takes precedence over giving charity. Furthermore, if repaying that debt also provides vital help—even saving lives—to one's benefactor's family, then repaying it becomes even more significant.

Based on this principle: Youth who still have untapped energy and are just entering life as active members of society must first use all their abilities for the benefit of the community where they were born and received their strengths—even if that community does not desperately need their help but could benefit from it; how much more so when the community is weak or unstable with few working for its foundation—then it becomes an absolute necessity. Only after fulfilling this obligation can one consider being active elsewhere or in another country.

This means practically that youth everywhere must first use their strengths in their current country—especially in places where unfortunately spiritual conditions are weak as are moral standards and connection to eternal Jewish values. Anyone who can help here performs work that literally saves lives from assimilation etc. Only after paying this debt where they grew up can they consider helping Jews elsewhere.

This does not contradict that sometimes—or even often—a young person needs to visit another place or country (in our case spending some time in our holy land) as preparation for greater activity back home—where they must first fulfill their moral and spiritual duty as explained above.

It is also clear that sometimes a community itself chooses someone from its youth to send elsewhere (in our case—to our holy land) either temporarily or even permanently; then this too counts as acting for the benefit of one's home community where one was raised.

In summary: My opinion is that youth should use all their strengths first in their own communities—to increase good—more precisely: to spread Judaism and its values among local youth who greatly need ongoing influence and education—not just once a year or occasionally—and chances of success are higher when the educator grew up among those being educated since he knows their nature etc., which isn't so with an educator sent from another country or environment.

Certainly my view here concerns the general issue—as per your question—for individuals one must consider personal circumstances: family situation, health, finances etc.

This topic could be discussed at greater length but I hope these few lines suffice given its importance.

On your second question about peace: True peace can only exist if based on goodwill from both sides. I see no reason why our Arab neighbors would want genuine peace—which would mean fully giving up recently conquered territories (and certainly those taken twenty years ago), as well as acknowledging that Am Yisrael has every right to live in Eretz Yisrael without any preconditions etc. On the contrary—the state of non-peace benefits them; it allows them to demand aid from foreign powers by playing them against each other for influence over Arab states—thus increasing support which would diminish if tensions disappeared and normal life resumed.

Furthermore—and perhaps more importantly—several major world powers seem interested in ongoing tension here because it enables them to exert influence or even control by supporting one side over another; if true peace reigned between local nations cooperation would reduce foreign dominance or interference.

Despite all this—it remains obvious that no Israeli man or woman should despair of peace since Am Yisrael's existence throughout history—including now—is entirely above nature: according to all economic/political logic there should be no survival for such a small nation especially at such a strategic crossroads between powerful empires. Remarkably throughout history Eretz Yisrael has always been a focal point of conflict between mighty kingdoms—Egypt, Assyria, Babylon, Greece, Rome etc.—and only enjoyed true peace during brief periods when Bnei Yisrael were faithful to Hashem following His Torah/mitzvos (as in David's/Solomon's days).

Since Eretz Yisrael is "a land which Hashem your G‑d cares for from year's beginning until year's end," surely "the Guardian of Israel neither slumbers nor sleeps," so just as until now He will continue protecting His people from all trouble/distress. The more Am Yisrael bases its existence on living daily according to Torah—the one Torah given by One G‑d—the greater security will be felt in our holy land until fulfillment of "You shall dwell securely...I will grant peace...and none shall make you afraid."

Youth have a special role—they do not fear truth nor seek compromise; they have strength; they are not ashamed before mockers or concerned with what non-Jews say etc.; upon them falls the task of being pioneers leading Bnei Yisrael everywhere—in Israel and abroad—to walk confidently on Hashem's path as taught by His Torah.

Blessings for success going from strength to strength along the path of Torah—the Torah of life—and mitzvos about which it says "and you shall live by them."

Summary

The Rebbe teaches that Jewish youth should prioritize strengthening their own communities spiritually before considering relocation elsewhere. True peace depends on mutual goodwill—a reality currently lacking—but faithfulness to Torah ensures G‑d's protection over Israel at all times.
