בו כותב אודות דברי פלוני בהנוגע לבתו וכולי בקשר עם הצעת נכבדות וכולי.

עניתי על מכתבו של הנ"ל [שתוכנו בערך דברים שמביאם כת"ר], והמענה הי' שבהכתוב במכתבו צריך לדבר עם בתו שתחי',

כיון שהכל בהשגחה פרטית ובפרט שלכאורה בענין הנ"ל לא הי' מקום להטריח את כת"ר, אולי הזדמנות זו באה אלי כדי להביע תקותי אשר עוד יוסיף כת"ר בהפצת המעינות בקהלתו קדישא ובסביבתו בכלל, מעינות דברי אלקים חיים תורת הבעש"ט תלמידיו ותלמידי תלמידיו, וכידוע

I acknowledge receipt of your letter from Wednesday of Parshat Shemini—and ask forgiveness for the delay in my response due to many preoccupations—in which you write about the words of a certain individual regarding his daughter, etc., in connection with an honorable proposal, etc.
It is quite surprising that this individual troubled you, since I have already answered his letter [whose content is approximately what you mention], and my answer was as written in his letter: he should speak with his daughter—may she live—and so forth.
Since everything is by Divine Providence—and especially since it seems there was no reason for you to be troubled by this matter—perhaps this opportunity came to me so I could express my hope that you will further increase your efforts in spreading the wellsprings in your holy community and your surroundings in general—the wellsprings of the words of the living G‑d: the Torah of the Baal Shem Tov, his students and their students. As is known from the famous letter of the Baal HaToldos Yaakov Yosef (printed in Sefer Porat Yosef): "When your wellsprings will spread outward, then the King Mashiach will come."
This also relates to these days—the days of Sefirah—and its request to become purified and sanctified with a higher holiness. Through this, abundant blessing is drawn down into all worlds—Sefirah and preparation for receiving both the revealed and inner Torah together; not only as preparation but as the sole sign determining the time of Matan Torah: "You shall count fifty days," unlike other festivals and holidays.
