Shalom u'Vrachah!
... And behold, our master the Alter Rebbe rules in his Shulchan Aruch, laws of Tzitzit (section 4, sub-section 3), that it is a mitzvah to make a beautiful tallit and beautiful tzitzit. And so it is with all mitzvos: one must perform them with hiddur (beautification) in every way possible, as it is said: "Zeh Keli v'Anveihu" (This is my G‑d and I will glorify Him)—beautify yourself before Him with mitzvos. [And regarding a sefer Torah it is detailed (Shabbat 133b): with beautiful ink, with a beautiful quill, and wrap it in beautiful silks.] And from the wording (and similarly in Sifrei Devarim section 32: 'And it is a choice mitzvah,' etc.) it appears that according to our master the Alter Rebbe, 'beautifying oneself before Him with mitzvos' is a Torah obligation...
Summary
The letter teaches that beautifying mitzvos—especially tzitzit—is not just an enhancement but a Torah obligation according to the Alter Rebbe. One should strive to perform every mitzvah in the most beautiful manner possible.
