בקשר עם חג גאולת כ"ק מו"ח אדמו"ר בי"ב-י"ג תמוז,
אשר בשעתה היתה נקודת מפנה בחיי יהדות מדינות בריה"מ, וכנראה במוחש במשך השנים שעברו מאז, נוסף על המפנה בחייו הוא, כיון שסוף השחרור הי' העתקתו ממדינה ההיא ועמידתו בהגה חיי היהדות בכל התפוצות,
הוצאנו לאור קובץ מאמרי חסידות אשר אמרם בזמן ההוא בעת המאסר (אמירה לעצמו וכתיבה) בגלותו ובימי הגאולה, בהם משתקפת השקפתו של בעל השמחה והגאולה על פרשת המאסר החופש הגלות והגאולה בצורה אופיינית לדברי תורה ובפרט תורת החסידות.
והרי מיוחדת שנה זו, היא שנת הארבעים לתקופה האמורה. והודיעונו חכמינו ז"ל אשר בארבעין שנין קאים אינש על דעתי' דרבי', מיוסד על הכתוב אשר בארבעים שנה נתן הוי' לכם לב לדעת ועינים לראות ואזנים לשמוע האותות והמופתים הגדולים ההם.
ויהי רצון אשר בקרוב נזכה לראות גם שחרור וגאולת כל יהדות
בריה"מ, שחרור בטוב בחסד וברחמים, ובל' הכתוב: בנערינו ובזקנינו בבנינו ובבנותינו עד כי לא תשאר פרסה.
ולאחרי שראינו אותות ומופתים גדולים בימים ההם וגם בימים אלו באה"ק ת"ו, הרי מכאן ולהבא יהיו אותות ומופתים רק לצורך מתוך הרווחה והרחבה ובסגנון רבנו הזקן באגה"ק הידועה שלו, לא בשביל להתיש כח הסט"א כי יופרד הרע מהטוב ויתפרדו כל פועלי און, כי אם להמשיך אורות עליונים יותר כו', ללכת מחיל אל חיל, מטוב לטוב יותר כו' (אגה"ק סוף סי' כ"ו).

Shalom u'Vrachah!
In connection with the festival of liberation of our master, teacher and Rebbe, my father-in-law, on 12-13 Tammuz—which at its time was a turning point in the Jewish life of the Soviet Union, as has been clearly seen over the years since then, in addition to the transformation in his own life since his ultimate liberation was accompanied by his departure from that country and his leadership of Jewish life throughout all communities—we have published a collection of Chassidic discourses which he said during that time while imprisoned (spoken to himself and written), during his exile and days of redemption. In these discourses is reflected the perspective of the one who experienced this joy and redemption regarding imprisonment, freedom, exile and redemption in a manner characteristic of Torah teachings and especially Chassidus.
This year is unique: it is the fortieth year since that period. Our Sages taught us that "in forty years a person attains full understanding of his teacher," based on the verse: "For forty years Hashem gave you a heart to know, eyes to see and ears to hear those great signs and wonders."
May it be G‑d's will that soon we merit to see also the liberation and redemption of all Russian Jewry—a liberation with goodness, kindness and mercy—and as it says: "With our young and our old, with our sons and our daughters," until "not even a hoof will be left behind."
And after having seen great signs and wonders in those days as well as in these days in Eretz HaKodesh (the Holy Land), from now on may there be signs and wonders only for positive purposes—out of abundance and expansiveness—and in the style expressed by Rabbeinu HaZaken (the Alter Rebbe) in his well-known Iggeres HaKodesh: not for weakening the power of evil so that evil will be separated from good and all evildoers will disperse; rather, to draw down even higher lights... to go from strength to strength, from good to even greater good (Iggeres HaKodesh end sec. 26).
Summary
The Rebbe marks forty years since the Previous Rebbe's liberation as a milestone for deeper understanding and renewed hope for Jewish freedom everywhere. He encourages using miracles for positive growth rather than merely overcoming adversity.
