ובעמדנו ערב זמן שמחתנו, ובפרט שכבר הי' בינתיים רה"ש וכו' שמפסיקים ענינים דהיפך השמחה,
יהי רצון שמר שליט"א ומשפחתו שיחיו תהי' אצלם שמחה אמתית ופנימיית, כפירוש רבנו הזקן בהתואר של חג הסוכות - "זמן שמחתנו" - שמחה כפולה, שמחת ישראל בה' ובתורתו ושמחת ה' בישראל עם קרובו, ובסגנון הכתוב: ישמח ישראל בעושיו וישמח הוי' במעשיו.

As we stand on the eve of Zman Simchateinu (the time of our rejoicing), especially since in the meantime there was Rosh HaShanah etc., which interrupts matters that are contrary to joy—may it be G‑d's will that you and your family experience true and inner joy. As explained by Rabbeinu HaZaken regarding the description of Sukkot as "Zman Simchateinu"—a double joy: the joy of Israel in Hashem and His Torah, and Hashem's joy in Israel His close nation. In the language of Scripture: Yismach Yisrael b'Osav ("Let Israel rejoice in its Maker") and Yismach Hashem b'Ma'asav ("Let Hashem rejoice in His works").

P.S. Surely you will be interested in the collection of Chabad customs recently published, which is enclosed herewith. Although this is only the first edition, many additions and notes will be included—with G‑d's help—in a subsequent edition.
I also take the liberty to enclose a copy of my general letter for this year—the year of Hakhel—and to add that it is sent on condition and with hope that you will instruct those who fulfill your wishes to send me a copy of your general letter for this year, which I searched for in periodicals but found only excerpts from it.
