I pleasantly received your letter from the 19th of Menachem Av, and thank you for your attention in informing me about the impression made by the visit of the Chabad group at the Bar Mitzvah celebration in the Negev region.
Merit is brought about on a meritorious day; today is Rosh Chodesh Elul when we begin to wish each other a good inscription and sealing for the new year, which I now wish to you and all yours.

P.S. According to the teaching and emphasis of the Baal Shem Tov that every matter is by Divine Providence, I strongly hope that you utilize the strengths and opportunities granted to you as chairman of the regional council to establish the region both materially and spiritually together—as is our people’s tradition in all their settlements, and especially so in Eretz HaKodesh—in a manner where spirit prevails over matter and form over substance.
Certainly my elaboration on this is unnecessary for you.
I recall that we met in our youth at my father’s house z"l in Yekaterinoslav. Surely on another occasion you will inform me what your name was then, since I do not recall the name "Gover" from those days; presumably you changed your family name as is customary in Eretz HaKodesh.
Summary
